The mission of TLMD is to manage resources and uses on state Trust Land for the benefit of the Common Schools and other endowed institutions under the direction of the Board of Land Commissioners (Land Board). The Land Board is comprised of the top five elected officials of the state. The TLMD is divided into four bureaus: Minerals, Real Estate, Agriculture and Grazing, and Forest Management. Together, the bureaus generate approximately $80 to $100 million annually for the trust beneficiaries.The Southern Land Office represents the DNRC in the geographical area of: Big Horn, Carbon, Musselshell, Stillwater, Sweet Grass, Treasure and Yellowstone counties. The Land Office administers Department programs and day-to-day operations within this region. The Southern Land Office is responsible for managing approximately 340,000 surface and 400,000 mineral acres of state Trust land. The Southern Land Office’s mission is to manage state Trust land to produce income for various Trusts, implement and enforce DNRC programs and state laws, rules and policies, protect property, resources and land from destruction by wildfire, and to provide needed services to the public. *Job Overview: * The primary responsibility of this position is to serve as the Area-level Land Use Planner for the Southern Land Office area. The incumbent manages land use planning activities, projects, priorities and objectives of the Area, and identifies and manages opportunities for obtaining the highest and best use of state Trust lands. The incumbent develops comprehensive land use plans for the Area, implements and coordinates local land-use regulations, and conducts public facilities planning/financing associated with the development of state Trust lands necessary to maximize long-term revenue generation. The incumbent also coordinates the sale and/or exchange of lands, provides technical expertise and assistance to resolve complex problems related to land use management including issues associated with growth policies, comprehensive planning, subdivision law and site design, land surveying, zoning, floodplain regulations, and infrastructure planning. The incumbent is also responsible for obtaining entitlements on state Trust land to ensure the maximum revenue generation capability, while also complying with local land use regulations. Land use planning expertise is provided to Area staff, as well as other adjoining Area offices. The incumbent is expected to develop relationships with local government planners and officials, planning boards, realtors, developers, attorneys, engineers, and others involved in community development. This position reports to the Southern Land Office Area Manager. *Essential Functions (Major Duties or Responsibilities):* /These job functions are the essential duties of the position and are not all-inclusive of all the duties that may be assigned to the incumbent./ * *Land Use Planning Program Oversight, Coordination and Technical Assistance :*** ** This position manages and administers the land use planning program for the Southern Land Office and serves as the Area’s principal land use planner. The position also requires knowledge of organizational structures, program management, program development and implementation, and project management and project design. The position requires skill in program planning and administration, organizing, negotiating, mediating, and communicating effectively verbally and in writing to audiences of varied technical levels of understanding. Also required is skill in project initiation, review, and implementation, negotiating, lease administration, project management, public presentations, media relations, and persuasive communications. The position also requires skill in the use of specialized accounting and information management software (e.g. TLMS, etc.), Microsoft Office software, ArcGIS; and standard office equipment. The position requires the ability to communicate effectively with individuals, groups and representatives from other organizations both verbally and in writing; to coordinate and direct individuals and physical resources to complete work objectives; work on multiple projects simultaneously; work well with others, and to maintain a positive working environment and relationships. Certification by the American Institute of Certified Planners (AICP) is preferred, or the ability to obtain certification within 2 years of hire. *SPECIAL INFORMATION: *Candidates must be eligible to work in the United States.
