PL/SQL Developer/Data Analyst

Minimum qualifications:
a. Active Oracle PL/SQL certification,
b. Twelve (12) or more years of SQL programming experience, and
c. Twelve (12) or more years of PL/SQL programming experience
Offeror shall propose a resource possessing the following preferred skills, experience, and capabilities:
a. The ability to:
(1) Break down complex programming concepts into organized and concise units.
(2) Work in an agile, self-motivated environment with multiple, concurrent priorities.
b. An understanding of relational data concepts and the ability to apply these concepts to concrete solutions.
c. Development skills with Oracle PL/SQL (Packages, Functions, Procedures, triggers), Materialized Views, DBLinks, and Oracle Jobs.
d. Strong analytical skills for evaluating, documenting, and enhancing existing and new data models.
e. Experience with:
(1) Reverse Engineering and Refactoring PL/SQL code,
(2) Extraction, Transform and Load programming,
(3) Data Warehouse/ Data Mart design,
(4) Asynchronous event-driven applications.
f. Knowledge of the following:
(1) BI Publisher,
(2) Java syntax,
(3) SQL Server Reporting Services (SSRS),
(4) XML syntax and parsing,
(5) Domain knowledge of court related concepts and business activities.
Offeror proposed resource shall be responsible for the following:
1. Analyzing, testing, debugging and repairing existing PL/SQL based applications.
2. Analyzing new business rules and interfaces in order to design and implement new Oracle objects.
3. Preparing and maintaining documentation on new and existing data models.
4. Preparing and maintaining documentation for new and existing programming objects.
5. Packaging and configuring Oracle object components for deployment across Development, Test and Production Database Environments.
6. Working with Architects and Oracle DBA staff to establish standards for developing and deploying Oracle objects.
7. Assisting Business Intelligence staff with reporting requirements and solutions.
8. Collaborating with stakeholders across different business units to align data initiatives with business strategies.
9. Evaluating and enhancing SQL performance.
10. Preparing regular and ad hoc reports, including:
a. Weekly project report of progress and status,
b. Weekly time report, and
c. Additional reports as requested.
