Job Title: Sr Subcontracts Administrator Location: Remote QUALIFICATIONS: Bachelor’s degree (BS/BA) or higher in Accounting, Business Administration, Finance, or related discipline. Minimum 6+ years of experience in defense contracting, Supply Chain Management/subcontract administration, procurement, negotiations, proposal preparation, and bid analysis with the US Government and other clients (commercial, state, local government, or international). Extensive knowledge of negotiating various contract types including FFP, FFP LOE, CPFF, T&M, IDIQ, GWACs, and other contract types. Experience with CPSR, Procurement Policies, Purchasing Systems, and creating compliant file documentation. Excellent understanding of Subcontract Management, Procurement concepts, Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), General Services Administration Acquisition Regulation (GSAR), and Truth in Negotiations Act (TINA). Strong leadership skills to counsel management, develop new concepts, and apply them effectively in dynamic environments. Outstanding communication skills (written and oral) with the ability to interact effectively across all levels of a matrix organization and build relationships. Proven ability to coach, train, and mentor team members. Exceptional organizational and time management skills, capable of handling multiple tasks accurately in a fast-paced, deadline-driven environment. Ability to work independently and collaboratively, representing the organization in subcontract matters with stakeholders. Knowledge and experience with Deltek Costpoint preferred. Proficiency in MS Office (Access, Word, Excel, PowerPoint), Teams, Outlook, and SharePoint; adept at learning new computer applications. US citizenship required; legal authorization to work in the U.S. and 18 years or older. JOB RESPONSIBILITIES: Provide subcontract support to Infrastructure Solutions ES Construction Unit. Act as the primary subcontract administrator on assigned contracts, making internal and external presentations as necessary. Ensure compliance with laws, regulations, and company policies in all business activities. Build and maintain effective relationships with suppliers and internal/external customers. Review and negotiate terms of non-disclosure and teaming agreements. Prepare, analyze, and evaluate bids and proposals to meet Government requirements, company policy, and department procedures. Conduct comprehensive Cost and Price Analysis of bids and proposals. Administer various types of subcontracts (Cost Plus, FFP, T&M, Labor Hour). Develop supplier evaluation criteria, negotiate subcontract provisions, and support the preparation of subcontract packages for review, approval, and supplier awards. Negotiate terms, conditions, pricing, milestones, and other elements for equipment and service procurement in accordance with company policies. Advise management on contractual rights and obligations, and interpret terms and conditions. Stay informed about regulatory changes affecting subcontracts. Lead negotiations and modifications of standard and non-standard subcontracts. Identify and resolve subcontract issues, develop solutions, and make recommendations to management. Provide direction and training to assigned professional staff. Create and maintain compliant file documentation according to client and CPSR regulations. Ensure all files meet client and CPSR compliance standards. Facilitate subcontractor setup process, including documentation collection, submission, and approval tracking. Perform additional duties as assigned or required.
