GENERAL SUMMARY

Plans, designs, and supervises a range of hydrologic and hydraulic modeling projects, including mapping updates, flood mitigation projects, stream restoration, and other infrastructure projects, including nature-based solutions. Manages projects, consultants, and assigned staff to ensure successful project delivery.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
  • Supervises a team which may include graduate engineers, engineers-in-training, engineers, technicians, and/or planners. This includes managing workload, professional development, and other personnel management tasks.
  • Oversees quality assurance for engineering tasks in the areas of design, hydrologic and hydraulic modeling (H&H), and/or analysis.
  • Performs engineering analysis, H&H modeling, design, and permitting, for civil or environmental projects with a focus on nature-based solutions. Mentors staff on best practice, reviewing and validating models, troubleshooting, and resolving complex issues.
  • Reviews engineering reports, models, plans, and specifications developed by others to ensure compliance with regulatory requirements, including community standards, San Antonio River Authority guidelines, FEMA regulations, and other relevant compliance standards.
  • May perform field visits in support of modeling, design, and condition assessment.
  • Manages assigned engineering projects and programs to include goal setting, project development, budget preparation, utilization of resources, project management, reporting, and public relations coordination.
  • Coordinates, communicates, and documents activities with other departments, project partners, surveyors, and regulatory agencies.
  • Works with consultants and coordinates the work of consultants.
  • Prepares and delivers presentations to stakeholders and regulatory agencies regarding the River Authority efforts, project status, findings, and recommendations.
  • Performs related work as required.
SUPERVISORY REQUIREMENTS
  • This position directly supervises engineers and technicians.
MINIMUM QUALIFICATIONS

Required Education and Experience
  • An Undergraduate Degree from an ABET accredited college or university with emphasis in Civil, Environmental, or Agricultural Engineering, or relevant discipline, and six (6) years of progressively responsible engineering experience in all phases of engineering including analysis, drafting, surveying, design, construction, and appropriate education.
  • Graduate Degree with an emphasis in Civil, Environmental, or Agricultural Engineering, Hydrology, or Water Resources; two (2) years of supervisory experience preferred.
Required Licenses or Certifications
  • Professional Engineer License in the State of Texas
Must have and maintain a valid driver's license and an insurable driving record.
