The Fifth Judicial District is seeking a fulltime Accounting Technician to perform advanced and specialized accounting work for the Fifth Judicial District.

This position is being posted for internal application.

Only current, permanent Fifth Judicial District employees are eligible for internal consideration. The primary work location will be determined based on qualified candidates current work location.

This is advanced accounting work

providing more complex financial procedural information being

responsible for specialized, districtwide financial work, including routine duties, report monitoring and clean up, account adjustments and troubleshooting for all 15 counties within the Fifth Judicial District.

Work includes processing court receipts and deposits, fund disbursements and other financial transactions, reconciling and balancing bank accounts, reporting of financial data, and performing related bookkeeping duties. Work includes providing guidance, direction, and schedule coordination to assigned accounting clerical and office staff.

Work requires the exercise of independent judgment on complex bookkeeping and related problems in accordance with State Auditor's guidelines, collection and bookkeeping principles and practices, rules of court, state statutes, court policies and procedures. Work is reviewed upon completion for accuracy, completeness, timeliness, and adherence to guidelines and requirements and is subject to periodic external audits.(Any one position may not include all of the duties listed, nor do the examples cover all the duties which may be performed.)

• Monitors and participates in the collection, receipting, posting, and reporting of fees, fines, bail, judgments, trust, rent, and escrow deposits, and other court payments; daily balancing and reconciliation of receipts and payments; making adjustments; and preparation of and transport of bank deposits. • Monitors and prepares fund disbursements, transfers, checks, transmittal documents, and other financial transactions; holds or disburses funds according to court order; examines and interprets court orders; opens and closes bank accounts; calculates interest; periodically monitors and reports on accounts. • Provides guidance, direction, workload and schedule coordination to assigned accounting clerical and office staff; provides answers to frequently asked questions and gives guidance to changes in court policies and procedures that impact the work; trains staff; assigns, prioritizes, and inspects work; ensures staff are familiar with important information; participates in performance evaluations; assists with resolving problems, assumes basic supervisory duties when supervisor is absent. • Monitors financial activities and case files; compiles statistical information regarding financial transactions and activities. • Assists court personnel, parties and the public; answers inquires; provides financial procedural and case status information, in person and on the telephone; searches files and records; identifies, corrects, and assists others with financial errors. • Assists in establishing, revising, and recommending financial policies and procedures; participates in resolving computerized financial system problems; assists in budget preparation and monitoring. • Verifies, codes, documents, and reviews payment of expenses; monitors and prepares purchase orders and requisitions. • Assists District Administration staff in problem solving and the integration of their bookkeeping procedures.MINIMUM QUALIFICATIONS: • Possession of an Associate's degree from an accredited college or university in accounting, finance or a related field and one year of accounting experience or graduation from an approved high school or vocational school and at least 2 years of experience in accounting. Experience: • Considerable court operations experience with case processing; this level would be obtained through three or more years of relevant work experience; or a combination of equivalent education and experience.

PREFERRED QUALIFICATIONS: • Three or more years working as a court operations associate with MNCIS financial accounts and process experience. • Previous leadership experience, such as a team lead or completed leadworker series.

KNOWLEDGE: •

Knowledge of collection and bookkeeping principles, procedures and practices. •

Knowledge of state law, rules of court procedure, state statutes, case processing, State, District and local policies and procedures. •

Knowledge of computerized accounting, budgeting, and related programs. •

Knowledge of modern office practices, procedures and equipment.

ABILITY: •

Ability to make complex arithmetic computations and tabulations rapidly and accurately. •

Ability to participate in bookkeeping and related accounting work of considerable volume. •

Ability to prepare and maintain accurate and complete financial records and assist in preparing various financial reports. •

Ability to account for and handle large amounts of money including cash. •

Ability to provide guidance, direction, and assistance to co-workers. •

Ability to communicate ideas clearly and concisely, both orally and in writing, with a diverse group of people. •

Ability to interpret, explain, and apply laws, rules, policies, and procedures. •

Ability to establish and maintain effective working relationships with co-workers, attorneys, representatives of other agencies, the general public, and occasionally angry and volatile individuals. •

Ability to operate a calculator, personal computer, and other office equipment.
