Environmental Health and Safety Specialist

supports RRMC’s occupational safety and environmental compliance programs through inspections, monitoring, recordkeeping and training with a primary focus on occupational safety of employees and environmental health and safety and a secondary focus on the Environment of Care (EC) and Life Safety (LS). 1.

Occupational Safety and Health Administration (OSHA/VOSHA) Compliance Hazard

Communication Program

– coordinate and manage the day-to-day implementation, assist departments

in maintaining chemical inventories.

Assist Safety Resource Officers to ensure program compliance.

Assist Materials Management in

maintaining a complete and accurate SDS database. Hazardous

Waste Operations and Emergency Response

(HAZWOPER)–Assists in hazardous material spill

response and mitigation in coordination with the appropriate spill

contractor.

Maintains and/or

advises department on maintaining emergency spill kits for hazardous waste

operations. Maintains qualifications and completes training for HAZWOPER

as required. Personal

Protective Equipment (PPE)



assists department leaders/designee in conducting & documenting work

area hazard assessments and/or job hazard analyses.

Provides training as requested for the

selection and use of personal protective equipment. Industrial

Hygiene Assessments



performs initial monitoring for environmental hazards and/or coordinates

with an environmental health and safety contractor when more in-depth

monitoring is required. Indoor

Air Quality (IAQ)



performs routine indoor air quality analyses.

Collaborates with Engineering &

Maintenance to resolve indoor air quality issues.

Conducts ventilation system checks of

critical care areas. Hearing

Conservation Program

– conducts initial noise surveys as necessary for job hazard

assessments.

Coordinates with a

certified industrial hygienist as necessary for in-depth surveys. Confined

Space Program



ensures confined spaces (permit required and non-permit required) are

identified, inventoried, and properly marked.

Assists coordination and training for

confined space entry. Construction

Safety

– provides

input on interim life safety measures (ILSM), infection control risk

assessments (ICRA), and pre-construction risk assessments (PCRA).

Conducts & documents regular safety

inspections of construction/project areas.

Coordinates post-construction hazard surveillance for EC issues in

newly constructed areas. 2.

Environmental Protection Agency (EPA),

Department of Transportation (DOT), and State of Vermont Agency of Natural

Resources (VT ANR) Compliance Performs

inspections and inventories of hazardous materials storage areas and

satellite accumulation areas. Coordinates/assist

in the transfer of hazardous waste from satellite accumulation areas to

the appropriate storage area. Coordinates

hazardous materials disposal including RCRA hazardous waste, regulated

medical waste, pharmaceutical waste, and universal waste. Assist

in sampling and disposal of the ED Decontamination Waste Sump. Serves

as the primary point of contact for all hazardous waste operations. Maintains

qualifications and completes training for Small Quantity Generator (EPA/VT

ANR) Assists

in maintaining compliance with RRMCs’ Air Pollution Control Permit Assists

in maintaining compliance with RRMCs’ Underground Storage Tank Permit Assists

in developing and distributing EPA Tier II reports, EPA emissions and

fuel usage reports, RCRA waste reports. 3.

Centers for Medicare and Medicaid Services (CMS) and The Joint Commission (TJC) Compliance Implements

applicable portions of the Hazardous Materials & Waste Management Plan

and Safety Management Plan. Assists

as necessary to ensure compliance with environmental health and

safety-related Conditions of Participation and Elements of Performance. Assists

the development and implementation of performance improvement plans and

corrective action plans Assists

in data collection and recordkeeping of EC/LS documentation for survey. 4.

Safety & Compliance Programs Documentation and Recordkeeping Maintains

accurate records of training (OSHA/VOSHA, EPA) Maintains

accurate records of spills (EPA/TJC) Maintains

accurate records of personnel exposure monitoring (OSHA/VOSHA, TJC) Maintains

accurate records of hazardous waste disposal, hazardous waste storage area

inspections, and hazardous waste inventories (EPA/VT ANR) 5.

Attends all required training programs to maintain qualifications, certification, and knowledge of environmental safety & health topics and can describe his/her responsibilities related to general safety, department/service safety, specific job‑related hazards. 6.

Demonstrates

fellow employees to ensure a professional, responsible, and courteous

environment. 7.

and works effectively as part of a department/unit team inter- and intra-departmentally

to facilitate the department’s/unit’s ability to meet its goals and 8.

patient safety through questioning of current policies and processes. Identify

and report/correct environmental conditions and/or situations that may

potential or actual patient safety concerns in a timely manner per the

organization’s protocol. 9.

Acts
