**Description**
**Job purpose**
The Fleet Manager is responsible for managing the administration of WPIs vehicle fleet relating to purchase, organization, and coordination including equipment replacement analysis recommendations, vendor contracts, fuel strategy, fleet safety program, company vehicle program, savings projects, financial analysis, fleet sustainability, and fleet purchase orders. Establish and maintain effective working relationships with the Divisions to ensure that the fleet maintenance programs meet their needs and conduct independent judgement and initiatives aided towards reducing total fleet costs. Monitor compliance of DOT guidelines and regulations, improving efficiency and ensuring safety.
**Duties and responsibilities**
* Develop programs to maximize utilization of WPIs fleet
* Implement a system to track vehicles to make better decisions about new vehicle purchases
* Oversee fleet maintenance, service and repair, warranty and dispute resolution
* Obtain and maintain truck licensing, registrations, emissions testing, inspections of vehicles and equipment on vehicles that require inspections
* Oversee proper use of fuel cards
* Oversee and maintain all vehicle tracking systems and evaluate the current fleet management supplier program viability and make recommendations for improvements and / or new supplier
* Support the development of accurate financial summaries and forecasting using financial reporting to manage the functions' ability to meet financial targets
* Partner with the Divisions to create departmental fleet expense and capital budgets, to submit for approval to management
* Track performance versus forecast on a monthly (or other) basis
* Analyze and determine what vehicles to purchase/lease, and how they are to be equipped or modified, identifying idle assets to ensure appropriate business sense decisions are being made
* Maintain and analyze statistical data to identify problems, patterns, and trends in maintenance prevention
* Develop and recommend solutions to improve operations and work practices that will eliminate or minimize fleet days out of service and non-scheduled repairs
* Ensure DOT compliance
* Coordinate with other departments as necessary to ensure upgrades and repairs are completed efficiently and effectively
* Coordinates efforts with Safety department to aid in training, conducting observations, up-dating preferred work methods, conducting accident investigations to determine root causes, and routine safety inspections
* Complies with local, state, and federal regulatory agencies
* Other duties as assigned
**Qualifications**
* Must possess at least 10 years' industry experience in project/ fleet management, and/or business administration
* High school diploma or equivalent, some college or specialized training preferred
* Must possess a valid state Drivers License
* Must be able to travel as needed
* Experience with state, federal and local regulations related to Fleet safety and permits, including IFTA, DOT, CSA, MCS-150, Federal Motor Carrier Safety regulations (FMCSA)
* Strong computer skills (Microsoft applications: Word, Excel, PowerPoint, Outlook)
**Knowledge, Skills, and Abilities**
* General knowledge and best practices of Federal Motor Carrier, OSHA and Environmental rules and regulations related to the transportation and manufacturing industries
* General knowledge of best practices in fleet maintenance
* Experience utilizing a systems approach to tracking vehicles
* Experience utilizing Fleet management services
* Good financial management and planning skills with the ability to create budgets, reports and plans to make efficient use of resources
* Ability to use logical and creative thought processes to develop solutions according to written specifications and / or oral instructions
* Ability to accomplish goals with little to no supervision
* Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public
* Ability to apply all relevant policies in a consistent, timely and objective manner
* Capable of working with peers and associates from other departments in a proactive and constructive manner
* Working knowledge of DOT FMCSA
