Job Summary:

The Human Resource Director is in charge of the human resources department within the hospital, overseeing the entire functioning of the department. This position reports directly to the CEO. Recruitment of employees, training, functioning and setting the salaries and benefits of employees while managing employee-employer relations are all functions of this position.

DUTIES AND RESPONSIBILITIES:

Demonstrates Competency in the Following Areas:
Directs and supervises Human Resources Generalists.
Assigns areas and special projects to each Human Resources Generalist.
Consults with all levels of administration in the facility; assesses training needs, chooses learning strategies, customizes material and evaluates the effectiveness of the material.
Demonstrates thorough knowledge of the facility's history, mission, services and organizational structure.
Consults with all levels of administration including legal counsel, community and governmental representatives.
Demonstrates the ability to handle multiple assignments, balance priorities, makes decisions quickly.
Formulates a budget that is cost-effective for the Human Resources Department.
Develops and evaluates recruiting resources and strategies.
Determines appropriate advertisement media including the Internet; creates display ads.
Participates in job fairs and open houses.
Analyzes relevant market factors, including compensation packages, shift differential and sign on bonuses.
Works with Administration to determine salaries, compensation issues and other human resources policies and procedures.
Develops and maintains a list of job descriptions for the facility.
Interviews and refers qualified applicants to department managers.
Contacts in-house applicants and reviews each applicant's qualifications.
Performs reference checks.
Coordinates with Employee Health on pre-employment drug screens and physicals.
Reviews benefits with all new employees; answers ongoing benefit questions.
Conducts exit interviews; provides summaries to department managers.
Seeks legal opinions when confronted with unusual, complex situations; termination of employment.
Explains/provides termination information, answers questions.
Represents the facility at legal proceedings as a part of a team.
Maintains thorough documentation.
Uses accurate, clear and concise oral and written communication.
Expresses excellent judgment, discretion and decision making abilities.
Maintains a sensitive, fair and impartial approach to dealing with employees.
Supports and maintains a culture of safety and quality.
Assumes the responsibility for successfully complying with federal, state and local employment laws, immigration legislation and affirmative action goals.
Develops annual budget for Administrative approval.
Attends facility meetings, prepares reports and analyzes and provides recommendations in a timely and accurate manner.
Responsible for performance improvement activities in the department.
Interacts with department directors/managers on a wide range of staff performance issues, evaluations.
Reviews all terminations and written disciplinary actions before they are carried out to ensure the facility's policies and procedures are met.
Mediates conflicts between employees and management to resolve misunderstanding, facilitate communication to promote effective working relationships.
Reviews and approves leaves of absence requests; reviews part-time schedule requests.

Maintains regulatory requirements.
Wears identification while on duty.
Maintains employee confidentiality.
Serves as a member of professional staff committees; attends management meetings.
Communicates the mission, ethics and goals of the facility as well as the focus statement of the department.

Required Qualifications :
1 - Bachelor's Degree in Human Resources, business. or a related field. Master's degree preferred

2 - 2 years experience in human resources in a hospital setting required, 5 years preferred Knowledge of relevant federal, state and local registration relating to Human Resources, i.e., Title VII of the Civil Rights Act, Affirmative Action, ADA, FMLA

3 - Knowledge of relevant federal, state and local registration relating to Human Resources, i.e., Title VII of the Civil Rights Act, Affirmative Action, ADA, FMLA

4 - Requires critical thinking skills, decisive judgment and the ability to work with minimal supervision. Must be able to work in a stressful environment and take appropriate action.
