Position: Analyst (TEB)

Purpose of the Position:

EIB Analysts are responsible for ensuring Soldiers, Veterans, and their family members receive due educational benefits. EIB Analysts ensure Post 9/11 GI Bill Transfer of Education Benefits (TEB) claims and inquiries are processed in accordance with existing regulations, policies, procedures, and directions, orders, and other guidance. EIB Analysts elevate inquiries outside of their authority to the EIB Team Lead.

Duties and Responsibilities:

Conducts their own in-depth research and analysis to complete TEB claims and inquiries, and prepares a response using applicable regulation, law, and standard operating procedure. Answers inquiries received by the branch per timelines established in the Performance Work Statement (PWS). Ensures they maintain a high level of accuracy when processing TEB claims.

  • TEB claims and inquiries include but are not limited to: Soldier eligibility review, Soldier eligibility/ineligibility notification, Soldier record maintenance, email response/follow-up, and Excel tracker maintenance.


Makes corrections and adjustments as directed by the EIB Team Lead if the government team (client) detects an issue with their analysis. Interacts with EIB Team Lead for guidance and direction on changes, corrections, or other day to day processing steps. Tracks, monitors, and reports productivity daily, weekly, and monthly, or as directed by EIB Team Lead. Ensures stakeholder's Personally Identifiable Information (PII) is handled in accordance with Army regulation. Ensures they coordinate with EIB Team Lead to obtain and maintain access to all applicable Army systems needed to perform their duties, including but not limited to: IPPS-A, PERNET (ISC-H OTHR), RCMS (CSMM, eSRB, RIMS), SMS/IWS, iPERMS (RA, USAR, ARNG), LRP CRM Database, BEAST (RA, USAR), Access VA, HRC-PDE Y:Drive (Knox Loans, PST files), Group Email box (PDEEI, PGIB, MGIB). Complies with all training requirements to ensure mission readiness. Maintains personal and operational files and records. Provides "back-up" support to fellow EIB Analysts as needed. Other duties as assigned.

Minimum Qualifications and Competencies:

Competent knowledge of Public Law (PL) 110-252 and Army Regulation (AR) 621-202, and other applicable laws, Department of Defense policy, and EIB Standard Operating Procedures. SECRET security clearance and adherence to the National Industrial Security Program Operating Manual and internal security guidelines and procedures. Broad research and review capabilities and able to write/edit executive level correspondence utilizing the military writing style. Able to use databases and various Microsoft Office 365 applications such as Word, Excel, and Teams. Able to collaborate with fellow EIB Analysts and EIB Team Lead to support an environment conducive to processing time-sensitive claims from military personnel. Previous experience in an administrative or claims-processing role is favorable.

Performance and Standards of Measure:

Able to multitask, communicate effectively, and conduct independent research while meeting performance standards in accordance with the paragraphs of the PWS that covers their specific area of experience (TEB). Proven knowledge of subject matter contained in PL 110-252 and AR 621-202 and other applicable law/policies. Competency in Army procedures, 100% accountability of claims and inquiries worked, and effective follow-through.
