Business Analyst

Business Analyst To fulfill the Court functions and services, Information Technology Department is hiring a Business Analyst to collaborate with Court staff, other County agencies, and vendors to define, plan, configure, train, implement and maintain Court technological systems. Primary duties are but not limited to support Court core systems including eFiling, Juvenile Justice Information System (JJIS), and Court Case Management System. The Business Analyst serves as a liaison with project partners and vendors to bridge the gap between technology services and Court business processes. The Business Analyst effectively collaborates with Judges' offices and court employees to define, document, and streamline business processes using technology. The Business Analyst leads efforts to define, document, and communicate existing technology and future states. The Business Analyst is responsible for defining the scope of data to be used or migrated during technology projects and validating data to be used within new or existing systems. The Business Analyst is also responsible for ensuring proper configuration of new and existing systems, performing sufficient testing before implementing new technology or changes to existing systems, and developing and delivering training and materials to new or existing users. The Business Analyst understands Court business processes and leverages Court systems to ensure maximum benefit in speed, accuracy, and efficiency of system response, records, forms, and reports. Essential Functions and Responsibilities: Represents the Court in core systems and other implementations of court applications. Participates in procurement and implementation of new applications by providing technical support to court staff, documenting project scope and specifications, configuring and testing applications, and other related tasks. Configures and maintains core systems and other court applications; creates users and roles in systems; creates forms within applications to standardize court processes; configures reports to satisfy court business needs. Collaborate with internal and external stakeholders to streamline business processes with technology. Performs basic IT troubleshooting tasks when required. Ability to coordinate, manage, and/or correlate data, including exercising judgment in determining time, place, and/or sequence of operations, referencing data analyses to determine the necessity for revision of organizational components, and formulating operational strategy. Facilitates stakeholder groups to identify inefficiencies, redundancies, and gaps in court processes. In conjunction with stakeholders, recommends and develops improvement projects based upon these analyses. If accepted, participates in the implementation of new procedures, policies, and processes to simplify, and improve operations. Develops, refines, charts, and presents workflows based on business process, system, or legislative changes. Supports user training, including creating training materials, facilitating, and performing training for core systems and applications using multiple methods (videos, handbooks, facilitated training). Tests conversion data, configuration, and application changes for the entire life cycle of the applications and systems. Creates queries and runs reports in databases to respond to requests from internal and external stakeholders. Identifies and analyzes data to enhance business processes; produces full reports and data presentations. Performs other duties as assigned. Minimum Requirements: Bachelor's Degree in a relevant field or equivalent experience. Three years of experience in a court or enterprise business environment with the ability to transform and improve business processes. Excellent oral and written communication skills are a must. Knowledge in business analysis, project management, and Information Technology, including SQL and Microsoft Office, is preferred.
