Basic FunctionHF Sinclair Midstream located in Artesia, NM is seeking a Measurement Manager. This position oversees multiple aspects and activities of the Measurement Department regarding pipeline operations.Job Duties(functions considered essential as defined by ADA) Ensures all operations conform to multiple State and Federal regulations, such as DOT, OSHA, API, ASTM and BLM) Directs measurement personnel in ensuring proper equipment calibration Oversees all monitoring and measuring mass of product flow Analyzes measurements Provides guidance, leadership, and training to less experienced technical staff in use of measurement instruments Conducts and directs complex projects Oversees all product and crude oil mainline transactions Oversees all Terminal Transactions Negotiates settlements as a Company representative in third party disputes and transactions Prepares Monthly balances, calculates and reports all terminal and Pipeline product, feedstock and crude oil transactions, and verifies shippers' compliance with contracts Balances volumes between origin and receipt points in compliance with policies and procedures governing operations and measurement Performs due diligence on systems affecting company business Represents the company on federal and state auditsSpecial assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.ExperienceA minimum of 10 years of on-the-job experience are required.Education LevelA minimum of a Bachelor's Degree in a technical discipline or equivalent experience in lieu of a degree is required.Required SkillsCertifications in API standards and BLM working and measurement of crude oil, refined products, gases and liquefied petroleum gases required. Emergency Response training is required. Working knowledge of DOT safety rules and regulations at both State and Federal level are required. Experience leading and evaluating the work of others. In depth knowledge in measurement and a broad understanding in the inter-relationships of the related technical functions. Ability to make independent decisions within broad guidelines. Excellent communication skills, both written and verbal, with the ability to effectively communicate with others; advanced reading and writing skills; and ability to perform intermediate mathematical calculations. Ability to effectively communicate with others, both written and verbal communication.Supervisory/Managerial ResponsibilityResponsible for the supervision of approximately one Supervisor and 5 or more employees located in multiple locations.Work ConditionsOffice based with travel up to 50% by land or air. Warehouse/plant environment, and out-of-doors environment including but not limited to chemicals, pressure vessels, tanks, and rotating equipment. Subject to all temperatures, weather and varying road conditions. Available for an on-call schedule as need.Physical RequirementsJob conditions require standing, walking, sitting, talking or hearing, making visual inspections, making precise hand and finger movements, reaching or grasping, lifting and/or carrying up to 25 lbs, pushing and/or pulling up to 25 lbs, climbing up to 60 feet, ability to operate and drive all assigned company vehicles at company standard insurance rates, valid State driver's license and proof of insurance required, perceiving color differences, ability to wear a personal protective equipment and a respirator as needed during emergency situations (beards not permitted).
