This position carries a retention bonus of $4000.00, payable in instalments of: $500.00 at 1 month, $ 500.00 at 3 months, $1500.00 at 6 months, and $1500.00 at one year.

The Housing Placement Supervisor is a non-essential position in the event of weather or other emergencies and, once on-boarded, may work a hybrid schedule of three (3) days remote and two (2) days on site. This schedule is subject to change based on program/agency needs

JOB DESCRIPTION:

SUMMARY OF POSITION:

The Housing Placement Supervisor (HPS) responsible for working in collaboration the Place Me Home leadership team to supervise and manage the day-to-day activities of housing program workers (case managers). The team is responsible for providing complex pre- housing preparation services to clients. The supervisor provides guidance and direction to professional pre-housing program workers on case related issues, policies and procedures, and agency initiatives; ensures acceptable levels of quality and quantity in the delivery of pre-housing services; plans caseloads, assigns cases, reviews case records, and reviews and signs off on service plans, case assessments, and other reports which require supervisory review. Responsible for the effective supervision of professional and support staff to include performance management, employee relations, assigning work, training and development, and prioritizing and assigning work and related activities; participates in the development or revising of housing program policies and procedures. The PMH supervisor will work with their immediate team, and other PSI shelter services teams, to make actionable decisions on client enrollment and individual service plans that will lead to rapid, safe, affordable housing with the supports necessary to retain achieved housing. The HPS will work within a best practice framework of Harm Reduction, Trauma-Informed Care and Housing First.

The HPS will work with the Director of Place Me Home as a resource to the PMH team to achieve program goals, work with management to develop and implement appropriate policy and procedure as well as ensure excellence in data quality for the service area. The HPS will work with the team to help to ensure exceptional customer service both internally and externally and will work in partnership with the triage and intake team as well as other emergency services and housing department staff to provide integrated service delivery which furthers our mission to eliminate homelessness.

The HPS will work from, adopt and enliven the following principles: Shelter is a temporary safety net, not a home. All people experiencing homelessness, regardless of their housing history and duration of homelessness, can achieve housing stability in permanent housing. Never warehouse or institutionalize our guests in our shelters Everyone is "housing ready." Sobriety, compliance in treatment, or even a clean criminal history is not necessary to succeed in housing. Rather, homelessness programs and housing providers must be "consumer ready." Leverage guests' strengths, assets, and connections to move quickly out of shelters and to any other housing Recognize the impact of violence and victimization on development and coping strategies Employ an empowerment model Maximize guest choices and control over her/his recovery based in a relational collaboration Create an atmosphere that is respectful of the guests' need for safety, respect, and acceptance Emphasize the guests' strengths, highlighting adaptations over symptoms and resilience over pathology Minimize the possibilities of re-traumatization Strive to be culturally competent and to understand each person in the context of his or her life experiences and cultural background Solicit guest input and involve guests in designing and evaluating services REQUIREMENTS:

BSW, BA or BS in a human services related field or High School diploma with at least six (6) years of equivalent experience in a social service setting Valid Massachusetts Driver's License Experience in Housing search PREFERRED:

Bilingual - Spanish/English Certification, training, or formal education in counseling and/or case management KNOWLEDGE/EXPERIENCE:

REQUIRED: A minimum of two (2) years of experience delivering services for a challenged population often struggling with addiction and untreated or under-treated mental health concerns

Strong computer and math skills - including familiarity with MS Word, Excel and the ability to learn and successfully use MIS & HMIS (Clarity) programs Practical experience in creating housing plans and individual service plans, client assessments, diversion, mediation, negotiation, Motivational Interviewing, Trauma Informed Care, crisis prevention and intervention, household budgeting, rapid re-housing and service planning, recovery services - including mental health, substance use/abuse and traumatic brain injury Working Knowledge of Housing First and Rapid Rehousing Experience in client assessment, trauma informed care, motivational interviewing, negotiation, household budgeting, and housing/community referrals, case management and service planning Knowledge of the issues related to homelessness and housing Working knowledge of human services systems, housing subsidy programs and homeless referral networks PREFERRED:

Experience accessing local housing opportunities and subsidy programs for homeless individuals Two (2) or more years of leadership and/or supervisory experience Experience navigating systems of housing and care for homeless individuals Experience speaking/presenting in front of medium to large size groups Knowledge of motivational interviewing, trauma-informed care, harm reduction, housing first and change theory PHYSICAL ABILITIES/SKILLS:

Ability to stand for moderate periods of time, stretch, bend, lift and assist guests up and down stairs during difficult and/or emergency situations. Ability to respond safely and quickly in case of emergency situations Ability to sit for moderate periods of time at a desk in an office while interacting with clients and/or managing documentation and completing data entry Must be able to drive a PSI vehicle for work use or have vehicle for work related appointments MENTAL ABILITIES/SKILLS:

Lead and oversee Housing Placement resources and strategies, including training, coaching, and documentation. Meet or exceed established program goals. Use HMIS data and reports to identify intake and referral patterns and social systems that contribute to increased length of stay in shelter. Serve as liaison with housing resources and lead in the development of new resources. As needed, perform client intakes, assessments and Touchpoints. As needed, input guest updates and other pertinent service information in the HMIS system. Use HMIS system to track guest access to shelter, services and outcomes. Monitor and track data quality input by case managers and other staff as appropriate. Maintain thorough knowledge of human/social services networking opportunities available in the community, establish and maintain necessary contacts to reduce inappropriate referrals and discharges. Participate as an active member of the Housing Placement Leadership team to provide guidance and training as needed to meet program goals. Represent the program at internal and external meetings. Monitor quality of data and data completeness in PSI HMIS system by running regular approved reports. Develop training material and train across the agency on housing placement and retention. Recommend new reports and data sources to improve program outcomes.
