Plans Examiner III

Our Development & Permits department is seeking a motivated and detail-oriented Plans Examiner III for Building Plan Review.
The successful candidate for this position will be able to do the following:

  • Possess an understanding of the different permit types, building codes, and regulations pertaining to plan approval for residential and commercial buildings and structures.
  • Possess the ability to navigate and utilize the Accela permit system, Mainframe, Outlook, GIS , Adobe Pro, Microsoft Office and Teams, and other related applications and databases.
  • Possess the skills necessary to review residential and commercial construction plans and site plans for compliance with building codes, accessibility codes, FEMA flood requirements, related laws and regulations, and City ordinances.
  • Research, investigate, and respond to appropriate parties by meeting with other City of Chesapeake departments, external agencies, and those affected by projects being reviewed.
  • Examine a wide variety of construction plans, reports, calculations, and related documents for new construction or alteration projects involving complex non-structural and structural code issues to assess compliance with applicable building codes, other construction and land development related codes, policies, and precedents.
  • Have the ability to compose professional correspondence, review letters, and voice messages.
  • Be capable of effectively explaining information, concepts, and code requirements to a wide range of persons including the general public, contractors, design professionals, City Officials, and others.
  • Provide excellent customer service and maintain good working relationships with customers, co-workers, and subordinate personnel.
  • Be capable of managing multiple tasks and projects in an organized and highly efficient manner.
  • Display leadership skills and provide direction and guidance to other personnel.
  • Possess the ability to educate and evaluate the work of employees under their direct supervision.
  • Assist in reviewing permitting functions, including application processing, and permit issuance.

Required Qualifications
VOCATIONAL / EDUCATIONAL REQUIREMENT : Requires any combination of education and experience equivalent to a bachelor's degree in civil engineering, architecture, or a closely related field.
EXPERIENCE REQUIREMENT : In addition to satisfying the vocational/education standards, this class requires a minimum of five years of full-time equivalent experience.
SPECIAL CERTIFICATIONS AND LICENSES : Requires a valid driver's license and a driving record that is in compliance with City Driving Standards. Special skills or equipment certification will be required such as State Plans Examiner, Building Inspector, Fire Protection Plans Reviewer, and others.
SPECIAL REQUIREMENTS : Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
