The Junior Financial Analyst will support the financial management activities within the Naval Air Systems Command (NAVAIR). This role involves conducting quantitative analyses of financial data, assisting in budget and cost management, and ensuring compliance with Department of Defense (DoD) and Department of the Navy (DoN) financial management policies and procedures.

Duties/Responsibilities:

Conduct quantitive analysis of financial data affecting investment programs of public or private institutions.

Prepare and assist in the preparation of financial reports, program status reports, and cost estimates; this includes the collection, interpretation, and analysis of financial data.

Support the development and management of financial spend plans and assist in responding to financial data calls; monitor and report on the execution of funding.

Ensure compliance with DoD FMR, FAR, PPBE process, and DoN procurement policies and procedures; assist in the preparing of the necessary documentation and reports in accordance with these regulations.

Provide financial management support for PMA projects, including Research Development Test and Evaluation (RDT&E), Operations and Maintenance NAVY (O&MN), Weapons Procurement Navy (WPN), Other Customer Funds (OCF), and Foreign Military Sales (FMS).

Collaborate with Integrated Product Teams (IPT) and other stakeholders to support the planning, execution, and management of Air-to-Air Missile programs; maintain effective communication and coordination for financial management activities.

Utilize financial management systems and tools such as Navy ERP (NERP), Management Information System for International Logistics (MISIL), Defense Integrated Financial System (DIFS), and Case Execution Performance Tool (CEPT) to support financial analysis and reporting.

Maintain knowledge of current financial management policies and procedures through continuous learning and professional development. Support senior financial analysts and program managers in implementing financial management best practices.

Provide regular updates and status reports on financial management activities, including monthly status reports and incurred cost reports in accordance with Contract Data Requirement Lists (CDRLs).

Adhere to security procedures and controls to prevent unauthorized disclosure of controlled unclassified and classified information. Maintain confidentiality of sensitive financial data.

Qualifications Required:

BA/BS degree in Business Administration, Finance, Economics, or a related field.

ALLOWABLE SUBSTITUTION:

Associate's degree plus (2) years additional work experience performing duties described in the functional description may be substituted for a Bachelor's Degree

OR

four (4) years additional work experience performing duties described in the functional description may be substituted for a Bachelor's Degree.

Less than 3 years of experience in financial management, with at least 2 years in financial management and 1 year within the DoN.

Understanding of USAF financial management policies and procedures. Desired knowledge includes financial analysis of business programs, development of cost estimates, program status reports, and knowledge of DoD FMR, FAR, PPBE process, and DoN procurement policies and procedures.

Proficiency in Microsoft Office (Word, Excel, PowerPoint) and financial management software.

Strong analytical, organizational, and communication skills.

Ability to work effectively in a team environment and independently with minimal supervision.

Detail-oriented with strong problem-solving abilities.

Qualifications Desired:

Financial management experience should include financial analysis of business programs, development of cost estimates, program status reports, and knowledge of DoD FMR, FAR, PPBE process and two years of DoN procurement policies and procedures is desired.
