Summary: The Director of Infrastructure (“ Incumbent ”) directs a department of civ engineers and facility maintenance professionals and their projects. The Incumbent is responsible for implementing the Company’s capital expenditure (“Capex”) strategic overview as provided by executive management. The strategy is broad in nature covering the remaining years of the Concession Lease Agreement (“ CLA ”) and is revisited on an annual basis to make adjustments based on pavement and bridge ratings, and to ensure sufficient budget is provided to address the replacement schedule. Utilizing the staff provided, the Incumbent ensures all assets of the Indiana Toll Road (“ ITR ”) including facilities, meet the asset condition expectations, inspection regime, and data warehousing through the asset management system, Vueworks. Relationships:

Reports directly to the Chief Operating Officer (“ COO ”). Collaborates with other members of the executive Committee (“ ExCo ”) and departmental Managers. Responsibilities:

Provide leadership in and support the ‘culture of safety’ in all ITRCC activities. Uphold ITRCC’s core values: Customer Service, Respect, Excellence, Stewardship and Teamwork (CREST). Maintaining good relationships with internal and external stakeholders. Providing technical guidance to engineering teams and top management. Finding and implementing ways to improve cost-efficiency though use of alternative project delivery methods or construction materials to outperform life cycles models. Provide input to the development of company strategy, policies and business practices through routine department head and executive interaction. Provide professional direction, leadership and development of the Infrastructure team to meet annual and strategy expectations. Working with the COO and consultants, prepare and submit for approval the annual budget Opex and Capex budgets. Ensures that assets are maintained within Vueworks from a compliance and inspection rating; Maintains the ten (10) year capex rolling budget; Ensures facility inspections are complete on a routine basis and that inspections provided by consultants and the State of Indiana are incorporated into an annual budget which allows for continual improvement to items of deficiency; Provides the Director of Operations and Roadway Managers with an annual preventative maintenance plan designed to support pavement, drainage, and bridge expected asset life cycles as provided in the capex model. Oversee a detailed dossier of high-value bridges which tie up a significant percentage of ITRCC’s long-term capex spend; Maintain an efficient lane-closure policy which minimizes revenue loss due to travel delays through strategic restriction periods, both for intimal and external operations; Maintains contractor relationships to ensure regional competitiveness as ITRCC develops and markets upcoming projects; Maintain current ITRCC files on the following; Operations Manuals, Highway Capacity Manuals, AASHTO – Design Manuals – Bridges, Roadway Geometrics Drainage, Utility Permit Procedures; Construction records for the Indiana Toll Road; and Pavement condition surveys and reporting, roughness index, rutting index, skid resistance, traffic statistics, bridge inspection and traffic safety management. Manage the engineering services required by the ITRCC ensuring compliance with all contractual obligations, Concession Lease Agreement provisions, relevant Government and Industry Standards and Codes of Practice; Provides direct support and guidance to the COO for decision making purposes. Qualifications: Bachelor’s degree in civil engineering General understanding of pavement and bridge standard condition ratings Must be a Registered Professional Engineer licensed in the State of Indiana Must possess and maintain a valid driver’s license 7-10 years engineering experience including management of major works and responsibility for asset management and staff assignments Excellent communication skills both written and orally Must possess decision making and problem solving abilities as well as having the ability to direct and motivate staff Must be very detail orientated Proficient computer skills, such as Microsoft Word, Excel and Outlook Working Conditions:
