Individual is responsible for directing, overseeing and ensuring the efficient operation of the County’s 9-1-1 system and countywide public safety communications system, including, but not limited to, personnel, equipment, services, program compliance, and budgeting. Individual reports to the County Administrator and advises the 911 Board as indicated in the 9-1-1 Board / Delaware County Services Agreement. Requirements Bachelor’s Degree in Public Safety Communications, Telecommunications, Management Information Systems or related field plus a minimum of eight (8) years relevant experience; Combined with effective leadership and management principles within a public safety communications position that includes a minimum of five (5) years’ experience effectively managing and leading subordinate personnel. Must obtain the Association of Public-Safety Communications Officials (APCO) Certified Training Officer (CTO) within one year of employment. Must obtain certification in Law Enforcement Automated Data System (LEADS)/National Crime Information Center (NCIC) at time of employment. Must comply with Ohio Administrative Code 5507-01-07(c) minimum training standards within six months of employment. National Emergency Number Association (NENA) Emergency Number Professional (ENP) and/or APCO Certified Public Safety Executive (CPE) is strongly preferred. Individual must possess a valid Driver’s License and have an acceptable driving record. Must meet and maintain qualifications for driving on county business at all times. Pursuant to section 9.481 of the Ohio Revised Code and per Delaware County Resolution No. 19-505, the incumbent must reside either in Delaware County or in any county immediately adjacent to Delaware County. Qualifications Directs and manages the County’s Emergency Communications functions in the most efficient and expeditious manner possible; Responds to requests for service via telephone and radio employing telephone interviewing techniques and radio transmissions; rapidly and accurately processing information, prioritizing, making referrals, and initiating the proper response in a timely manner maintaining caller, responder, and public safety awareness; Directs and manages the efficient operation of the Emergency Communications related technologies including, but not limited to: evaluating new equipment and technologies, Computer Aided Dispatch (CAD), 911 phone systems, computer systems, radios, towers, software, and interfacing equipment; Demonstrates a comprehensive and professional knowledge of public administration, government structure and process, employee / public relations, and department practices /procedures; Directs and oversees the continuation of the Center’s Commission on Accreditation for Law Enforcement Agencies (CALEA) certification and its requirements; Consistently demonstrates the ability to apply progressive management principles to plan and implement department goals and objectives, evaluate and improve processes, program efficiency and effectiveness; Assures that all systems are designed and function to meet the needs of fire, EMS and law enforcement; Establishes procedures to assure that all emergency and non-emergency requests for service are processed appropriately and in accordance with laws, standards and applicable policies and procedures; Submits an annual budget for review and approval by the County Administrator and Board of Commissioners and accurately projects requirements and controls expenditures within budgeting guidelines; Develops, recommends, administers and enforces departmental policies and procedures; Oversees personnel selection and reviews processes including internal promotions and makes recommendations for approval by the County Administrator and the Board of Commissioners; Establishes and maintains positive working relationships with all response entities and internal and external customers and staff including but not limited to external agencies and stakeholders; Plans and recommends purchases of all departmental needs such as infrastructure improvement, radio and telephone equipment, office equipment and supplies, service contracts, etc. in accordance with applicable purchasing policies; Develops and implements emergency plans to deal with catastrophic failures of the County’s 911 Communications Center; Represents the County at local, regional and national meetings, boards, commissions, government agencies, professional organizations, business groups, citizen groups and organizations related to public safety communications; Leads short term and long term strategic planning processes; Demonstrates regular and predictable attendance; Attends various training sessions, video conferences, and workshops; Hold as confidential, all aspects of the job; Performs typing, word processing, and related computer operations; Works overtime and outside of typical work schedule/business hours as required; and, Performs other duties as required.
