Position Summary: Directs and evaluates the performance of all accounting operations by supervising finance staff, developing and implementing policies and procedures, and overseeing timely preparation of a variety of financial accounts, procedures, and reports. Assesses and forecasts department performance and generates reports for management review. Ensures department performs in compliance with relevant accounting regulations and standards. Coordinates with other department leaders and external stakeholders to guide and facilitate accounting procedures. May act in the absence of Chief Financial Officer.

Critical Tasks:

  • Collaborates with Chief Financial Officer to develop, implement, and evaluate operational policies, practices, and procedures that adhere to organizational objectives, goals and financial regulations and standards.
  • Prepares monthly, quarterly, and annual reports and forecasts of business activities and financial positions, including income, expense and earnings. Escalates any significant issues to appropriate parties.
  • Prepares and reviews grant budget proposals and ensures timely and accurate reimbursement by supervising fund accounting of grant-related activities. Submits quarterly and semi-annual reports to federal and state agencies after reviewing grant reports.
  • Directs and reviews month-end close processes, including balance sheet account reconciliations, by posting, finalizing, and reviewing journal entries on a monthly basis.
  • Reports to Chief Financial Officer concerns about revenue collection and makes recommendations for resolution.
  • Assists Chief Financial Officer in determining budget assumptions and directs, coordinates, and supervises preparation of budgets.
  • Reviews proposals and expenditures and prepares supporting documentations to ensure performance requirements are met within budget constraints.
  • Develops capital depreciation schedules of all purchased assets and ensures proper accounting in financial records.
  • Coordinates with Accounts Payable and Materials Management to resolve vendor issues and facilitate prompt payment.
  • Oversees the preparation, distribution, and reporting of payroll and withholding to ensure compliance with tax filing and reporting requirements.
  • Supervises subordinate staff by providing coaching, mentoring, training opportunities, and timely feedback. Performs other Human Resources administrative tasks, including hiring.
  • Supervises and evaluates department's operational effectiveness and compliance with established regulatory standards, policies, and procedures.
  • Prepares and files a variety of external reports and schedules to ensure compliance with established federal, state, and tribal regulatory requirements.
  • Establishes, maintains, and monitors evaluating systems and internal controls of the department.
  • Reviews and approves check requests, invoices, and purchase requisitions in a timely and accurate manner.
  • Establishes and maintains close working relationships with financial institutions to receive timely service responses.
  • Participates in hospital-wide committees to provide information and develop collaborative solutions that improve performance and efficiencies of financial functions.
  • Provides guidance to department leaders by assisting with expense variances and other accounting-related activities as needed.
  • Supports internal and external audit by responding to requests for information, preparing explanations of activities, and collecting and reviewing documentations. Reviews report of findings with leadership and develops and implements recommended procedural changes.
  • May act in the absence of Chief Financial Officer.
  • Performs other job-related activities as requested.
Required Qualifications:
  • Bachelor's Degree in Business Administration, Finance, Accounting, or a closely related field of study. Master's preferred.
  • 8 years of previous accounting experience with responsibility for preparation and coordination of budgetary processes required.
  • Certified Public Accountant (CPA) required.
  • Previous experience in a governmental healthcare setting preferred.
  • Demonstrates ability to relate to diverse cultures and specifically the Gila River Community and/or other Native American cultures and community health services.
