We are looking for someone with experience in municipal code enforcement and a comprehensive understanding of zoning ordinances to ensure our city codes are upheld. If you're ready to make a positive impact, we encourage you to apply Under immediate (I) or general (II) supervision, performs a variety of routine to complex technical duties related to the City’s code enforcement program, including the identification, investigation, and correction of violations of the City’s municipal, zoning, development, and signage codes; investigates citizen complaints of public nuisances and quality of life issues and seeks voluntary compliance or issues citations and initiates abatement procedures; and performs related work as required. SUPERVISION RECEIVED AND EXERCISED Receives supervision from the Code Compliance Supervisor. Does not directly or indirectly supervise other staff but may provide work direction and training to subordinate and/or less experienced employees. Code Compliance Officer I: This is the entry-level classification in the Code Compliance Officer series. Initially under close supervision, incumbents learn and perform routine inspection and enforcement activities required to ensure compliance with the City’s zoning, land use ordinances, public nuisances, and signage codes. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Code Compliance Officer II: This is the fully qualified journey-level classification in the Code Compliance Officer series. Positions at this level are distinguished from the Code Compliance Officer I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions in the Code Compliance Officer class series are flexibly staffed and positions at the Code Compliance Officer II level may be filled by advancement from the Code Compliance Officer I level; progression to the Code Compliance Officer II level is subject to management approval and is dependent on the incumbent (i) performing the full range of duties assigned to the Code Compliance Officer II level, and (ii) acquiring the knowledge, skill, and experience necessary to meet the minimum qualifications for the Code Compliance Officer II level of the series. QUALIFICATIONS Some of the knowledge and ability statements may apply to a Code Compliance Officer I in a learning capacity. Knowledge of: Applicable federal, state, and local laws, rules, regulations, ordinances, and organizational policies and procedures relevant to assigned area of responsibility. Principles, practices, methods, and techniques of code violation investigation and compliance. Methods and procedures used in code enforcement including citation issuance procedures, methods used to obtain various types of inspection warrants, and principles used to prepare legal documents. Practices for documenting inspections, correcting violations, and carrying through on court procedures. Basic requirements of zoning and related codes, ordinances, and regulations. Occupational hazards and standard safety practices necessary in the area of code enforcement. Research and reporting methods, techniques, and procedures. Principles and procedures of record keeping, technical report writing, and preparation of correspondence and presentations. Modern office practices, methods, and computer equipment and applications related to the work. English usage, grammar, spelling, vocabulary, and punctuation. Techniques for effectively representing the City in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations. Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff. Ability to: Interpret, apply, explain, and ensure compliance with applicable federal, state, and local laws, rules, regulations, policies, and procedures. Explain codes and regulations to property owners, residents, and others. Understand and explain occupational hazards and standard safety practices related to code compliance. Identify and respond to issues and concerns of management, City government, a variety of professional groups, commissions, and committees, and the general public. Effectively represent the department and the City in meetings with governmental agencies, community groups, and various businesses, professional, and regulatory organizations and in meetings with individuals. Respond to inquiries, complaints, and requests for service in a fair, tactful, and timely manner. Prepare clear and concise reports, correspondence, and other written materials. Maintain accurate logs, records, and basic written records of work performed. Make accurate arithmetic, financial, and statistical computations. Organize own work, set priorities, and meet critical time deadlines. Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks. Use English effectively to communicate in person, over the telephone, and in writing. Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines. Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Code Compliance Officer I/II: Equivalent to graduation from the twelfth (12th) grade supplemented by some college-level coursework or technical training in code compliance. Code Compliance Officer I: Prior experience performing municipal code enforcement is preferred. Code Compliance Officer II: Three (3) years of increasingly responsible experience performing municipal code enforcement similar to the Code Enforcement Officer I at City of Palm Desert. Licenses and Certifications: Possession of or ability to obtain and maintain a valid California Driver's License. Possession of a California PC 832 certificate.
