ESSENTIAL JOB FUNCTIONS: Works under the general direction of the Deputy Director of Recreation to develop, plan, manage, organize, and schedule a broad range of athletic and special activities and youth and adult recreational sports programs for city residents. Manages staff in the performance of assigned duties to ensure proper program implementation; and provides training, work direction, assignment of duties, evaluation of work performance and discipline of staff. Supervises staff in the collection of team registration forms and fees; issuance of permits, scheduling and coordinating clinics, league play, tournaments, officials and coaches. Resolves participant complaints and interprets program/game rules and regulations; establishes and maintains effective working relations with staff, public, media, and organizations requiring a high level of tact and diplomacy. Develops and conducts instructional clinics to train officials; regularly monitors athletic activities; assists in assessing community recreation needs, recommending programs to meet needs, and evaluating effectiveness. Inspects facilities and equipment, and reports condition to Maintenance Administrator, as needed, involving frequent travel to athletic facilities across the City. Prepares and processes payroll for assigned employees, ensures that work hours are keyed and monitored, and that reports are prepared, reviewed and submitted to process and facilitate personnel transactions. Maintains and manages athletics operating budget, drafts and submits budget proposals and prepares various operational and/or financial activity reports.

TYPICAL PHYSICAL DEMANDS: Must be able to communicate clearly both verbally and in writing with management, staff, public, and media. Requires the ability to operate general office equipment such as a personal computer and telephone. Must be able to inspect activities and playing facilities, as required. Requires some lifting and carrying objects such as athletic equipment weighing up to 30 lbs. Requires the ability to operate an automobile to make inspections and athletic site visits.

TYPICAL WORKING CONDITIONS: Work is performed in an office environment with regular outdoor work required to monitor athletic activities, conduct clinics and participate in various promotional/special athletic events. Must travel throughout the City to various recreation facilities. May require working weekends and at night during recreation events.

MINIMUM QUALIFICATIONS:Bachelor's degree in Recreation, Physical Education, or a related field and five (5) years experience in planning and supervising athletic programs on a large scale; or any combination of training and experience which enables one to perform the essential job functions. Knowledge of rules and regulations regarding various youth and adult athletic recreation activities and tournament scheduling preferred. Experience working with municipal/public recreation programs preferred. Must possess a valid driver license.
