GENERAL PURPOSE
Perform working level to highly complex professional accounting duties, including specialized or general analysis. Under general supervision, performs miscellaneous reconciliations, bank reconciliations, and assists with both monthly and fiscal year-end reporting. Assist supervisor with development and implementation of policies regarding internal audit, internal controls, and accounting procedures. Perform a combination of duties necessary to process and maintain fixed assets, accounts payable and payroll as assigned.

Works under the general supervision of the Finance Manager.

ESSENTIAL FUNCTIONS
Perform various government accounting functions related to the general ledger; produces timely financial reports and supporting documentation to accurately record organizational financial status. Maintain and reconcile a variety of ledgers and accounts; examine accounting transactions to ensure accuracy; correct financial records as necessary.
Monitors supporting journals, cash receipts, cash disbursements and general journals; verifies proper account coding; executes corrections or adjustments as needed; performs ongoing and monthly reconciliation of city accounts including bank accounts, loans, public investment funds, utility accounts, etc; posts journal entries related to the same.
Assists with fixed asset records; enters and updates fixed asset information into database or spreadsheet records; maintains inventory of all city fixed assets, tags, labels and manages assets according to established depreciation schedules; performs fixed asset accounting and conducts physical inventory of City assets.
Assists in the preparation of the city budgets and budget documents; assists with annual financial audit; runs reports and generates various files as required by internal and/or external auditor; produces related backup and validation documents to satisfy official documentation and audit trail(s).
Performs complex accounting work, assists in other financial programs as directed. Provides financial reports and information for public, administration, and departments. Assists Finance Manager and/or Administrative Services Director on special projects.
Perform other duties as assigned.
MINIMUM QUALIFICATIONS
Education and Experience:
Graduation from college with a bachelor's degree accounting or finance related field;
AND
Three (3) years of accounting experience related to above duties;
or
An equivalent combination of education and experience.
Knowledge, Skills, and Abilities:
Working Knowledge
of professional accounting standards and ethics ;
Municipal fund accounting, generally accepted accounting principles established by AICPA and GASB;, grant reporting and monitoring; accounting practices pertaining to general ledger posting, and reconciliation.
Skill
interacting with other departments, furnishing and obtaining information and requiring tact and judgment to avoid friction; frequent contact with major executives on matters requiring explanations and discussions; frequent contact involving the carrying out of programs and schedules requiring the influencing of others to obtain desired result; regular and frequent outside contact with persons of high rank, requiring tact and judgment to deal with and influence people (requires well-developed sense of strategy and timing); frequent contact with vendors, developers, residents
Ability

Special Qualifications:
Preference giving for government, municipal, or non-profit experience.utilizing fund accounting.
