Recreation Superintendent

Department: Parks & Recreation Reports to: Deputy Director of Parks & Recreation

Summary: Under general supervision, coordinates and manages the activities and operations of the Parks and Recreation Department's recreational programs, special events and aquatics operations. Leads recreational, and aquatics staff, sets priorities, and allocates resources; verifies quality of work performed to ensure proper services are delivered to the public. The functions require a thorough knowledge of the terminology, procedures, and practices for P&R programs, events and aquatics with a significant degree of independence and accountability for results.

Essential Functions: Essential duties and responsibilities may include, but are not limited to, the following:
  • Manages recreational programs, special events and aquatics operations thru subordinate supervisors and staff to ensure delivery of quality services.
  • Collects statistical information and prepares reports, as directed.
  • Performs ongoing evaluation of programs and services to identify community needs and recommends appropriate new offerings, or modifications based upon feedback from the public and City Management.
  • Participate in the development and administration of the department's annual budget.
  • Coordinates, develops, and implements a recreational and special event marketing plan, including preparing seasonal program brochures and other specialty publications, radio, television, print media presentations and social media platforms.
  • Hires, trains, coaches, and evaluates full-time and part-time staff, as well as recreation contractors, plus program and event volunteers. Conducts performance evaluations; works with employees to correct performance deficiencies.
  • Develops and maintains relationships with community resources by working closely with partners such as the Convention and Visitors Bureau, Chamber of Commerce, cities, sponsors, agencies, organizations and associations, school districts, universities, and event organizers.
  • Manages field allocation and contracts for contracted field users.
  • Administer facility and instructor contracts related to recreation service delivery and ensure compliance with terms of contracts, monitors work of contractors.
  • Performs a variety of administrative activities including purchasing, payroll, and work activity reports; manages inventories and assures that adequate materials, supplies, and tools are available.
  • Coordinates projects and special events with other City departments and regional agencies.
  • Assists in the operations during emergency events; performs special tasks for public safety and property protection.
  • Enforces proper safety precautions in all work performed; reports problems and emergency situations; recognizes, avoids, and reports unsafe acts, conditions, accidents, and injuries.
  • Supports the departmental operations with regular and timely attendance.
  • Must have and maintain a cell phone for City use to hold this position.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Minimum Qualifications:

Education, Training and Experience Guidelines: Bachelor's Degree in Recreation, Education, Physical Education, Public Administration, or a closely related field AND five (5) years of experience managing recreation programs, special events and/or aquatic operations.

Knowledge of:
  • Principles, practices, methods, used in the areas of recreational and special events programming and aquatic operations.
  • Principles of supervision, training, and performance evaluation.
  • Marketing and Advertising processes.
  • Proper use and storage of chemicals, including OSHA Material Safety Data Sheets (MSDS) for hazardous chemicals used in the workplace.
  • Federal, state, and City safety rules and regulations, occupational hazards, and safety precautions.
  • City geography, traffic patterns, streets, landmarks, and Parks and Recreation facility locations.
Skill in:
  • Using initiative and independent judgment within established procedural guidelines.
  • Planning and prioritizing repair and maintenance projects.
  • Managing staff, delegating tasks and authority, and evaluating staff performance.
  • Safe and efficient operation and maintenance of specialized aquatic equipment according to standard operating and safety procedures.
  • Public Presentations and speaking.
  • Assessing and prioritizing multiple tasks, projects, and demands.
  • Promoting and enforcing safe work practices.
  • Operating a personal computer utilizing standard and specialized software.
  • Establishing and maintaining effective working relationships with co-workers and the public.

  • Soliciting and collecting sponsorship funds.
  • Identifying, writing and administering grants applicable to programming needs.

License and certification requirements: A Texas Driver's License Class C is required. Have, or be able to obtain within 1 year; Certified Parks and Recreation Professional (CPRP) Certificate; Certified Pool Operator (CPO) Certificate OR an Aquatic Facility Operator (AFO) Certificate; AND American Red Cross or equivalent Lifeguard Certification. Additional special training and licensing may also be required.

Work is performed indoors, outdoors, and at City facilities; requires moderate physical efforts, may be exposed to safety hazards and dangerous tools and equipment; safety precautions must be followed, including use of safety equipment. This position may require night, weekend and holiday work, and the work hours will need to be adjusted accordingly. Depending on services provided, activities may take place in harsh weather conditions.
