Amentum is looking for a Junior Buyer to support a Department of Defense contract. As the Buyer, you will be responsible for procurement of materials, components, supplies and/or services for the company in accordance with Procurement procedures, contract requirements and federal acquisition regulations. You will work with local and international suppliers to formulate purchase agreements and arrange shipment and receipt of materials for assigned program.

Essential Responsibilities:

  • Establishes source of supply, negotiates price, delivery date, terms, and other necessary commitments based upon authorized requisition and complies with company policies and federal regulations.
  • Manages the procurement process from the development of the Request for Quote through negotiations, and execution of a Purchase Order, while documenting the procurement file in accordance with procurement procedures.
  • Provides guidance and information to requester that includes communication of procurement actions, or status and assist with special or complex requirements.
  • Adheres to Procurement procedures to assure follow-up and administration of purchase order and subcontract files. Coordinates requisition requirements with requester.
  • Provide input to overall procurement strategy and support the development of new capable suppliers. Monitors performance to procurement goals and objectives and identify opportunities for improvement.
  • Performs supplier evaluation and selection for critical and complex procurement requirements.
  • Negotiates and settles disputes with suppliers related to poor performance, late deliveries, invoicing issues, and non-compliance with DI terms and conditions.
  • Provides pricing in support of Business Development or proposal efforts as required.
  • Participates in continuous improvement projects and mentor Buyers and Associate Buyers.
  • Trains buyers on company procurement policies and procedures.
  • Interfaces with Procurement leadership. to provide status, input, and communicates with other departments.
  • Responsible for compliance of procurement procedures in maintaining an approved Purchasing System.
  • Performs all other position related duties as assigned or requested.
Minimum Requirements
  • Bachelor's degree in Business Administration. or related field, and three (3) years of experience in a buyer or procurement role or related field OR a Master's degree and up to two (2) years of experience.
  • Advanced knowledge of program procurement processes, Blanket Purchase Agreements (BPA's), and contracting in a government contracting/federal capacity.
  • Knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation (DFAR).
  • Experience managing sole/single source procurements above the FAR Micro Purchase Threshold.
  • Knowledge of various computer programs required (ex: Word, Excel, etc.).
  • Excellent communication, effective leadership, and interpersonal skills.
  • Ability to negotiate and make quick decisions.
  • Ability to work independently and in a team environment.
  • Ability to travel CONUS and OCONUS to conduct site visits of new and existing suppliers. Ability to obtain a United States Passport.
  • Ability to obtain a Secret US government clearance. Note: US citizenship is required to obtain a secret clearance.
Preferred Qualifications
  • At least 2 years of experience in subcontract administration in support of Department of Defense and/or U.S. Navy programs.
  • Knowledge working in Costpoint.
  • International customer experience and ability to understand requirements necessary to engage with foreign entities.
  • Prepared vendor lists.
  • Certification(s) in Procurement.
