Job Description Position Summary As a Software Engineer, you’ll be in a dual reporting role to the Chief Administrative Office as well as the Software Engineering group at the Office of Innovation & Technology. You will be joining the City’s internal development shop and work on critical business and resident-facing applications. You’ll work alongside UX professionals, content strategists and other members of the Digital Services team. You and your fellow software engineers implement City standards such as ui.phila.gov and login.phila.gov on each application we build. You’ll be primarily responsible for building out APIs and UIs using our core technologies (.NET Core and Vue.js), following well-documented City standards. You’ll get to work alongside stakeholders in a variety of different departments as you help design solutions – both from a technological and a process perspective. Essential Functions Full-Stack Development: This role is primarily a full-stack role, with the opportunity to work across the stack to fill in gaps. Collaboration: Collaborate with other team members to design and develop new features and APIs for phila.gov. UI Development: Engage in UI development. Code Review: Review the code of other team members in our Git flow process. Unit Testing: Write unit tests for the developed features. Monitoring: Monitor the features you’ve launched. Platform Support: Support the platform you and others have contributed to. Stakeholder Engagement: Work with stakeholders at OIT and other departments as part of our agile software development process. Competencies, Knowledge, Skills and Abilities API Design and Implementation: Experience writing and designing APIs to be used with modern JavaScript/mobile clients. You should have an opinion on API interfaces and know how to implement them. Programming Languages: Experience with .NET Core (3.X or greater). Experience in Java/Spring Boot is also acceptable. Source Control Tools: Deep experience working alongside other developers using source control tools like Git & GitHub. Front-End Development: Experience with Vue.js is a plus; most of our front-end development is in Vue. Alternatively, you can demonstrate experience in React/Angular. Learning Attitude: You love to learn and are proud of your Google-fu when encountered with obscure error messages. Project Management: Ability to see projects holistically and identify – and break through – roadblocks. You should feel a sense of ownership in the projects you’re working on. Problem-Solving: Ability to take unclear/incomplete requirements and ask the right questions to develop solutions. Testing: Belief that unless your code is tested, it doesn’t count. Cloud Deployment: Have experience deploying – and supporting – containerized applications on AWS. Technical Documentation: Can demonstrate your background writing clear technical documentation for other engineers. Code Reviews: Have strong opinions on the right way to do things – but an openness to change your mind as you encounter new information – and share these in your code reviews.
