Job Profile Summary

Under the direction of the Chief Program Officer and/or Senior Regional Director, the Regional Director serves as a key member of the YAI senior leadership team directing, overseeing and coordinating all aspects of the assigned regions person-centered programmatic, operational, workforce management and clinical services for individuals with intellectual and developmental disabilities (I/DD), implementing and monitoring the full integration and coordination of services within their region. Ensures provision of quality services, risk/incident management and financial performance.

Serves as an ambassador to families, the community, government and regulatory agencies and other key stakeholders. Collaborates with other Regional Directors across the network to ensure optimal use of resources, consistency in organizational culture, application of agency policies and procedures and overall alignment with YAIs mission and strategic objectives. Participates in the development and implementation of operational plans for programmatic service delivery including new payment and delivery systems, achievement of performance outcome measures and the growth and diversity of services within the region.

Job Description

Key/Essential Functions & Responsibilities

  • Provides overall direction and oversight for assigned regions program operations, ensuring consistency in application of policies, practices and procedures and creating a structure of consistent and transparent communication with the staff, which supports diversity and inclusion.
  • Promotes agency mission and goals by providing leadership and guidance to staff and ensuring safe, appropriate, therapeutically documented supervision and habilitative services across assigned region for the people we support in line with agency philosophy, department practices and Federal, State, Local and regulatory requirements to promote quality care and positive outcomes.
  • Establishes the philosophy of person-centered thinking and delivering exceptional service and a culture of cooperation and collaboration across regions, supporting the strategy/vision of the agency and CEO.
  • Regularly evaluates and monitors regional program needs, identifying unmet needs and collaborating with applicable program leaders and/or with senior leadership team to develop solutions and implement revisions to correct issues or deficiencies to ensure needs are met.
  • Develops and manages regional/program budgets in collaboration with Finance Department, ensuring that programs are operating within budgetary guidelines, providing oversight of all financial systems related to the people we support and ensuring accuracy and timeliness of billing, as applicable, to support financial and program performance objectives.
  • Ensures recruitment and retention of diverse, highly qualified program leaders and staff; manages and develops talent, effectively utilizing resources in order to meet program requirements; continually assesses future staffing and workforce development needs across the region with a focus on succession planning.
  • Develops mastery of YAIs electronic systems including Digital Agency (DA), eMAR, Workday, etc. and champions efforts to increase successful use of these systems by staff across the region through training and development, ensuring an understanding of the importance of appropriate, accurate and timely documentation, billing, and notes and the implications of incomplete, inaccurate or untimely submissions.
  • Ensures that all physical facilities across assigned region are in operational order and regularly assesses maintenance, upkeep and safety concerns across sites, collaborating with maintenance and other support departments to facilitate regular upkeep and/or resolutions to concerns; coordinates with applicable support departments to support regional initiatives, including opening, closing or relocating facilities.
  • Participates in the development and implementation of operating procedures and systems to support continuity of care and quality service provision across assigned region.
  • In collaboration with Compliance and Quality, establishes measures and controls to ensure compliance, ethical and quality standards and to manage and mitigate risk and conducts reviews and/or audits to ensure compliant and safe operations, implementing corrective actions, as needed.
  • Assists with monthly, quarterly and annual compliance audits and surveys and ensures appropriate documentation and reporting of errors, incidents and corrective actions across the region, assisting with the investigative process, as applicable.
  • Stays abreast of applicable Federal, State, Local, regulatory and agency regulations, maintaining awareness of changes and remains current with trends in the I/DD field; participates in agency or trade organization committees and other related committees, conferences and/or seminars.
  • Understands and effectively communicates current and future trends, issues and initiatives relevant to the field.
  • Represents the organization by taking an active role in the regions local meetings and events and participates in events with external entities such as trade organizations, conferences, etc.
  • Develops professional, empathetic relationships with families, service providers, and/or community members and advocates for persons with disabilities to local government and community and fostering of interagency collaboration and communication between relevant supports and program staff.
  • Participates in the identification and development of new services or programs and assists in the implementation of services, ensuring smooth transitions to new business models, specifically managed care and person-centered care and support.
  • Complies with and ensures that staff complies with all Federal, State, Local and other relevant regulatory agency requirements, including the Health Insurance Portability and Accountability Act (HIPAA) and ensures cooperation with appropriate entities in any inspection, inquiry or investigation.
  • Performs all other duties, as assigned.

Minimum Qualification Requirements including education, experience, licensure/certification, etc. and essential physical capabilities (e.g. lifting, assisting lifting, standing, etc.)

Minimum requirements of specific positions may vary by state of employment and/or contract. Please refer to applicable regulations/contracts for all position requirements.

All Regional Directors must meet the following minimum requirements:

  • Bachelors degree in a human services field including, but not limited to sociology, special education, rehabilitation counseling or psychology; and
  • Five (5) years of experience supporting people with intellectual/developmental disabilities including or supplemented by at least three (3) years of experience managing a large or multi-unit team preferably in a dynamic and highly regulated environment including development and implementation of new programs and/or services, operations and budgeting and supervising various levels of staff; or
  • Satisfactory equivalent combination of education, experience and/or training; however, all candidates must meet the Federal requirements for a QIDP as defined in 42 CFR 483.430.
  • Ability to respond to calls and programmatic needs beyond regular work hours/be on-call as needed.
  • Ability to travel regularly across assigned region and to other regions and/or applicable headquarters, as requested.
  • Knowledge of applicable Federal, State, Local and oversight agency regulations (OPWDD, DDD, DDS, etc.).
  • Extensive knowledge of developmental disabilities, cooccurring behavioral/mental health diagnoses and clinical syndromes.
  • Proficiency with computers and experience using electronic medical records, billing and other I/DD-related electronic systems (e.g. Digital Agency), email, Microsoft Office Suite and/or Workday (or other HCM systems) to complete tasks.
  • Excellent communication skills (e.g., speaking, writing, presenting).

  • Exceptional interpersonal, supervisory and leadership skills and ability to effectively manage, coach and support teams through hands-on support.
  • Strong planning, organizational and decision-making skills, including the ability to anticipate roadblocks and think strategically.
  • Ability to collaborate, negotiate and build consensus and to effect transformational change.
  • Financial and business acumen including familiarity with budgets, staffing patterns, operating expenses, etc.

Preferred Qualification Requirements (desired requirements beyond MQRs above)

  • Masters degree in a human or social services discipline
  • Previous experience in I/DD field in state of operations (e.g. NY, NJ, CA)
