RESPONSIBILITIES
The Manager for On-Board Communication shall:
A. Provide change agent and strategic/creative/innovative services.
B. Align business goals with solutions necessary to drive process improvements.
C. Plan, supervise and coordinate the implementation of CBTC on-board revenue
and non-revenue trains.
D. Facilitate and support the overall Signal Modernization Program Plan and the
related technical strategy.
E. Coordinate with the respective entities responsible for safety certification.
F. Access the needs of the internal operational units to an ensure that solutions
improve the operations and maintenance of the system.
G. Work with third party CBTC suppliers to identify the optimum system
solutions/approached while preserving safety and maintaining an open and fair
market.
H. Assist with preparing specifications.
I. Support on-going CBTC projects in procurement or in construction.
J. Ensure that CBTC on-board availability and maintainability objectives are
reached.
K. Provide active support to projects to address on-board related matters.
L. Oversee development and presentation of recommendations for future
evolutions or for the resolution of specific problems.
M. Develop recommendations for investment in new products and business solutions,
supported by appropriate ROI, the total cost of ownership, and cost-benefit
analyses.
N. Assist with adopting innovative methods, processes, and standards to expedite
effective project delivery throughout the project, mitigating risks and maximizing
delivery performance and outcomes.
O. Develop and maintain productive and transparent relationships with all relevant
internal and externa stakeholders, ensuring effective communication on project
status and timely resolution.
P. Work collaboratively with C&D Development, C&D Contracts, and other
Agencies, as necessary.
Q. Oversee the preparation of key performance indicator reports to track progress
and identify issues.
R. Prepare and conduct presentations for executives and key personnel.
S. Deliver positive results, ensure organizational effectiveness, and facilitate
continuous improvement for the CBTC system.
T. Possess team building, listening, problem solving, and prioritization skills.
U. Perform other related duties as assigned

Candidate's resumes must include:
A. A bachelor's degree in System Engineering, or related field - advanced degree in
a related field, preferred.
a. An associate's degree and six years of relevant industry experience can be
substituted for a bachelor's degree
b. A high school diploma or its equivalent and ten years of relevant industry
experience can be substituted for a bachelor's degree.
B. Demonstrated experience working with on-board train control and CBTC system
design for major modernization programs. Experience with projects with highly
complex systems, preferred.
C. Demonstrated experience coordinating services of technical experts, engineering
entities and operation and maintenance organization.
D. Must demonstrate strong communication and interpersonal skills.
E. Demonstrated ability to work in a high-profile, high-pressure environment
effectively.
F. Candidate's resume must demonstrate excellent team building, listening, problem
solving, and prioritization skills
