This position serves as Portfolio Manager in the Office of Strategic Initiatives and reports to the Director of Strategic Initiatives, within the Administrators Office. This position is responsible for leading the strategic implementation of key projects across the FNS portfolio of programs including Agency priorities, strategic initiatives, operational plans, and performance dashboards. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

To qualify at the GS-13 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the private and/or federal service. Example of qualifying experience include the following types of tasks performed on a regular and recurring basis:

Developing and delivering action-oriented portfolio scorecards, metrics, governance and reporting to support business and executive decision making;

Providing day-to-day analytic and strategic leadership for key organization-wide strategic initiatives to ensure implementation is consistent with the vision of FNS and that project or program outcomes meet or exceed expectations;

Providing leadership and direction on project management principles and practices and supporting to those groups and individuals within the agency who manage and deliver projects; and

Collaborating with cross-functional teams and project managers to ensure projects are being managed within established frameworks, timelines and budgets.

Time in grade:

Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. Applicants must have one year of specialized experience at the GS-12 level for consideration at the GS-13 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
