Major Objectives:

Assist the Director of Civil Engineering and the Development Manager(s) with civil/site and environmental engineering design and oversite necessary for the multifamily development process following site identification and land contract execution through completion of construction activities.
Specific Duties and Responsibilities:
Technical Consultants & Design Engineers:

Interview, secure proposals from, recommend and direct technical consultants and design engineers.
Provide design direction based on Company standards and financial obligations to ensure quality and timeliness of civil and environmental scopes of work to meet the needs of the Company, partners and public regulatory agencies.

Entitlement - Work with Development staff, in house legal counsel and other members of the project team to identify and solve site development and/or construction issues. Work includes site feasibility studies, environmental and geotechnical investigations, traffic and parking studies, landscape coordination, utility evaluations, and assisting with conceptual site planning. Participate in entitlement meetings and other hearings with regulatory review agencies to secure desired outcome.
Coordinate Approvals - Coordinate submittal of engineering documents for sitework, utilities and roadways to appropriate regulatory review agencies for approval and work to resolve differences and secure timely approval.
At Risk Budgets - Prepare at risk civil budgets and contracts in a timely and accurate manner. Process invoices from consultants and monitor expenditure of committed funds within project budgets.
Reporting - Provide project updates, schedules, and reports as required.
Serve as a mentor to partnered Civil Engineering Associate (as assigned) and assist in his/her advancement to the Civil Engineering Manager role.
Be a problem solver. As a member of the Development team of The Garrett Companies, we solve problems. Proactive management is key to this important position.
All other duties as assigned by The Garrett Companies.
Prerequisites:

5 years engineering experience in civil and environmental engineering field, site planning and design.
4 years of experience supervising projects and/or managing work products of other engineers.
Working knowledge of all aspects of Civil and Environmental Engineering, land surveying and other segments of Engineering related to land development.
Knowledge of Multi-Family development/ construction.
Effective written and verbal communication and organization skills with attention to detail.
Organization agility (maintain flexibility to achieve desired result).
Good presentation and persuasive skills.
Communicate efficiently.
Ability to operate independently and to effectively report in written and verbal formats.
Ability to build consensus, manage details, and anticipate issues.
Ability to understand a goal and to work as a team.
Ability to think 2+ steps ahead and anticipate what comes next.
