Supervising Weights and Measures Inspector

Duties may include, but are not limited to the following: Supervise and evaluate the work of Weights & Measures inspection staff. Plan, coordinate, and monitor programs and staff assignments. Provide training for all inspection staff concerning changes in laws and procedures relating to the Weights and Measures program. Handle specialized or more difficult assignments within the Department. Attend meetings and represent the department in areas of assigned responsibility. Direct and coordinate the investigation of complaints of improper weights, deception, or fraud. Assist District Attorney in development of case files for criminal and civil matters. Audit and investigate sub-metered utility billings and weighmaster records for accuracy. Conduct undercover test sales and purchases to promote equity in the marketplace. Inspect and test commercial weighing and measuring instruments for accuracy and compliance with established tolerances; issue and attach seals to such devices meeting required standards. Inspect packages and commodities, other goods, and petroleum products for accuracy of weights or measure, correct labeling, and adherence to required specifications. Check petroleum products meters on trucks and trailers, odometers, taximeters, milk-tanks, certain electric and LPG meters, and platform scales, livestock scales, and vehicle scales, licenses, and records of weighmasters. Enforce state laws in regard to packaging of products and issue notices of violation and citation. Collect samples of commodities for testing. Experience: Three (3) years of experience in the enforcement of weights and measures laws equivalent to a Weights and Measures Inspector III in Merced County. Education: Persons holding the required valid County Weights and Measures Inspector licenses shall be deemed to meet the educational requirements. Licenses: Possess and maintain all three (3) valid State-wide licenses of eligibility in specific categories as a County Weights and Measures Inspector. A Deputy Sealer license is desirable, but not required. Possess a valid California driver's license at time of appointment and maintain. A California Class "A" or Class "B" driver's license may be required. Essential Functions: Communicate effectively with others in person, over the telephone, and in writing. Frequent operation of personal computer and other modern office equipment. Analyze data, interpret policies, procedures, and regulations, develop appropriate conclusions, and prepare reports. Resolve conflicts and respond appropriately to complaints. Complete multiple priority projects with conflicting deadlines and under stressful conditions. Establish, implement, and achieve goals and objectives. Maintain confidential information in accordance with legal standards and/or County regulations. Train, evaluate, and supervise staff. Frequent sitting or standing for extended periods. Occasional walking for extended periods over uneven terrain and under various environmental conditions. Occasional climbing stairs or ladders. Constant hearing normal speech, hearing/talking on the telephone and in person. Constant concentration with frequent public contact, decision making, and conflict resolution. Occasional exposure to physical and chemical hazards such as electricity, gasoline, diesel, propane, and natural gas. Frequent use of depth perception, peripheral vision, and color perception. Frequently lift, carry, reach, push, pull, twist, and manipulate large and small objects. Frequently kneel, bend, twist, squat, balance, and crawl. Frequent use of hand-eye coordination. Frequent use of data entry device including repetitive hand and arm motion. Frequently lift and carry up to 50 pounds. Occasionally lift with help up to 100 pounds. Normal dexterity, frequent holding and grasping. Regular attendance is an essential function. Knowledge of: Principles and techniques of supervision, training, and management. County, state, and federal laws pertaining to Weights and Measures. Department of Food and Agriculture Policies. Investigative and courtroom procedures. Principles of record keeping, program organizing, and coordinating techniques. Weights and measures, container content, and public weighmasters. Construction, mechanics, and operation of scales and other weighing and measuring devices. Specialized fields of weights and measures. Ability to: Impartially investigate complaints of short weights, deception, or fraud. Enforce the laws and standards pertaining to weights and measures. Use tools and equipment commonly associated with weighing and measuring. Establish and maintain cooperative relationships with the public. Maintain calibration standards and equipment in good working order. Complete records of inspections and investigations. Produce completed criminal and civil case files. Prepare and present Weights and Measures information at industry meetings. Safely operate sensitive testing equipment. Effectively conduct department approved undercover operations to verify deceptive or fraudulent business practices. Obtain a Class A or B California driver's license and drive a heavy weight truck and trailer. #J-18808-Ljbffr
