The City of Minneapolis Public Works Department currently has openings for Engineers in the Transportation Engineering and Design and the Traffic and Parking Services divisions. Note: Applicants for both licensed and unlicensed engineers will be considered for these positions. To perform a variety of technical engineering work in the preparation of plans and specifications for engineering projects, provide consultation and assistance for engineering construction projects and the maintenance of facilities. Work Location This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. The City of Minneapolis does not sponsor applicants for work visas. Perform research into design principles for engineering construction projects and/or repair efforts. Create a preliminary plan set that individuals constructing the infrastructure can follow making sure that the design meets guidelines (Federal, State and Local). Coordinate with private utilities, local businesses, and residents to ensure that the infrastructure will meet their needs and that work will cause minimal interference and if necessary negotiate and develop cooperative agreements and special revisions that will define specific duties to perform during construction. Get appropriate approvals and permits necessary for the project. Prepare contractual agreements and assist in hiring contractors. Review bids to check for responsiveness and compliance. Manage the work of contractors and consultants hired for various smaller and routine construction and reconstruction projects. Establish priorities to ensure that projects are completed on schedule within budget. Investigate and respond to public and City Council inquiries on various plans, projects, and issues. Prepare specifications, cost estimates, recommendations, etc. Supervise subordinate staff ensuring that existing guidelines based on Federal, State and Local standards are followed. Respond to questions from City Council Members, staff, constituents and other interested parties on various projects, plans and issues. Work with other agencies, organizations, businesses, and City Departments on initiatives and projects as required. Participate as the City's Representative at various meetings. Perform other related duties as assigned. WORKING CONDITIONS: Office and Field work. Field work may include exposure to all weather conditions, exposure to outdoor elements such as noise, dust, gases, fumes and chemicals; exposure to high traffic areas and other types of conditions that may be found in a construction environment. Nonstandard work hours and evening public meetings may be occasionally required. MINIMUM QUALIFICATIONS: Bachelor's Degree in Engineering from an accredited College or Equivalent must be earned by the start date of hired candidate. EXPERIENCE: This is an entry-level position, experience performing engineering work is a plus, but not required. LICENSES/CERTIFICATIONS: Possess, and continue to maintain, a valid driver’s license. As a condition of continued employment, a Professional Engineer License must be obtained from the State of Minnesota within eight years from the date of hire. Employees hired into the Engineer (unlicensed) classification are automatically promoted to the Professional Engineer classification upon successfully obtaining a Minnesota Professional Engineer License. A resume is required. You must attach a resume to your application to be considered. Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Background Check The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position. Drug and Alcohol Testing All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position. Union Representation This position is represented by a collective bargaining agreement between the City of Minneapolis and the Public Works Engineers Unit. Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire upon hire. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position. Knowledge and Skills Required: Knowledge of engineering and design principles and pertinent legal considerations. Knowledge of Federal, State, County and City ordinances and statutes. Knowledge of contract and project management. Good knowledge of computer usage, engineering design software and applications. Strong verbal and written communications skills.
