This position will be part of the Enterprise Services team, which delivers a full suite of services to state agencies, boards, councils, and commissions, and many central services to local government partners. The Billing Systems Analyst is responsible for developing, modifying, and executing SAS programs to generate reports supporting the administration of MNIT's Computing, WAN, and Voice Service billings. In this role, you will assist with monthly projects and year-end tasks under the guidance of senior programmers, ensuring accurate data processing and reporting. This position also conducts research on new technologies to improve efficiency and modernize billing processes, contribute to long-range planning and implementation of financial billing systems, and participate in business analysis, quality improvement efforts, and process design and documentation across the team and organization. This position requires an employee to be onsite at 600 North Robert Street, Saint Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements. Minimum Qualifications Candidates must clearly demonstrate all of the following qualifications in their resume. Position requires a minimum of three (3) years of IT related experience in programming, data analysis, and financial or service billing systems. Experience must include: Experience with SAS or a similar data-oriented programming language (e.g., R, Python, or SQL) for financial data processing tasks. Experience with data analysis tools, such as Microsoft Excel (advanced formulas, pivot tables, and data modeling) or Power BI (report and dashboard development) Ability to assess data trends, conduct quality improvement efforts, and develop innovative business processes. Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties. Customer service skills that include active listening, empathy, and problem-solving. A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes for two (2) years, OR an IT related associate's degree substitutes for one (1) year. Preferred Qualifications Experience working with mainframe environments and related tools, including IOF, SAS programming, JCL, and file transfer protocols and programs (e.g., WS_FTP/Progress). Experience processing and reconciling large-scale billing files. Experience supporting business process documentation, developing instructional materials, and facilitating cross-departmental process improvement. Knowledge of modern billing system technologies.
