Summary:

Plans, organizes, coordinates, and negotiates, through cost effective and efficient processes, the acquisition of products and services consistent with MyMichigan Health guidelines for management of fiscal budgets.

Responsibilities:
  • (25%)* Coordinates, recommends, approves, and makes purchases of minor capital equipment, service contracts and supplies for all subsidiaries of MyMichigan Health.
  • (35%)* Facilitates and coordinates supply cycle process to ensure appropriate allocation of resources to allow for effective departmental operations and ensure problem resolution in the event of process breakdown.
  • (25%)* Analyze products and pricing and other financial data for best quality and price based on user defined specifications and formal communication.
  • (15%)* Research invoice discrepancies, authorizing corrective action on the part of Pay Management.
Certifications and Licensures:

Required Education:
  • Education: High School Diploma or GED
    • Equivalent Experience: Three years progressive experience in supply and material acquistion and three years material management information systems user experience. Associate's degree in business management or related field is preferred.

OTHER DUTIES AND RESPONSIBILITIES:

  • Assists departments in product, equipment and supplier research. Participates on VAT teams.
  • Provide customer service and support for the Administrative team, other departments, vendors and community activities.
  • Negotiates with suppliers on specific terms of contracts for supply, service and minor expense and minor capital equipment acquisition.
  • Monitors market trends, pricing, economic influences, and contracts for areas of responsibility.
  • Administers special projects as assumed or undertaken at suggestion of Supervisor, Manager or Line Officer.
  • This often includes establishing new policies and procedures.
  • Assists with developing RFPs for products, equipment and services.
  • Other duties as assigned.

Equivalent Experience and Other Comments (Education):

EXPERIENCE, TRAINING AND SKILLS:

  • Three years progressive experience in supply and material acquisition.
  • Three years materials management information systems user experience.
  • Demonstrated ability to efficiently use PC software programs including Microsoft office, Infor-Lawson and other software programs used by MyMichigan Health.
  • Demonstrated ability to understand materials management information system process workflow.
  • Familiarity with negotiating practices.
  • Mandatory Occupational Safety and Health Administration (OSHA) training must be completed annually according to the Exposure Control Plan.

PHYSICAL/MENTAL REQUIREMENTS AND TYPICAL WORKING CONDITIONS:

Exposure to stressful situations, including those involving public contact, as well as, trauma, grief and death.

Able to wear personal protective equipment that includes latex materials or appropriate substitute if required for your position.

Is able to move freely about facility with or without an assisted device and must be able to perform the functions of the job as outlined in the job description.

Overall vision and hearing is necessary with or without assisted device(s).

Frequently required to sit/stand/walk for long periods of time. May require frequent postural changes such as stooping, kneeling or crouching.

Some exposure to blood borne pathogens and other potentially infectious material. Must follow MyMichigan Health bloodborne pathogen and TB testing as required.

Ability to handle multiple tasks, get along with others, work independently, regular and predictable attendance and ability to stay awake.

Overall dexterity is required including handling, reaching, grasping, fingering and feeling. May require repetition of these movements on a regular to frequent basis.

Physical Demand Level: Sedentary. Must be able to occasionally (0-33% of the workday) lift or carry 0-10 lbs.
