With six departments spanning Administration, Finance, Community Preservation and Development, Fire, Police, and Public Works, our team of 203 full-time positions, 27 permanent part-time positions, and 8 seasonal part-time positions work tirelessly to ensure the well-being and growth of our community.Your Role:As the Procurement and Grants Coordinator, you will play an important role in administering the Citys procurement and grant policies in accordance with applicable statutes, ordinances, and policies. Your responsibilities will include managing all aspects of the procurement process, maximizing the Citys allocation of external grant funding, and ensuring regulatory compliance through innovative processes and internal coordination.Key Responsibilities: Manage all purchasing functions while ensuring adherence to applicable statutes, ordinances, and policies. Oversee the entire procurement process from department inquiry to final contract execution and management. Implement and maintain ongoing process and policy improvements based on recognized best practices. Provide procurement guidance and strategies to departments, the Finance Director, City Manager, and elected officials. Issue complex solicitations, conduct bid openings, and coordinate multi-departmental procurements. Broaden the pool of City vendors through research, outreach, and relationship building. Prepare and review contract documents, maintain informal price quotations, and coordinate purchase recommendations for City Council award authorization. Coordinate annual training sessions for departments to maximize adherence to City procurement policies and industry best practices. Utilize the Citys enterprise resource planning (ERP) system for managing contracts, vendors, purchase order workflows, and other necessary functions. Develop, maintain, and innovate citywide grant processes, seeking out new grant opportunities aligned with the Citys strategic plan and department goals. Assist departments in drafting grant proposals, narratives, and budgets for grant applications. Maintain financial and performance metrics related to grant requirements and outcomes, assisting departments with grant reporting requirements and close-out procedures.Qualifications: Bachelors Degree in supply chain management, business administration, accounting, finance, or related field. Three (3) years of professional-level experience in procurement. Prior knowledge of Illinois municipal procurement practices preferred.
