Position Summary

The Director of School Based Mental Health is responsible for the operational and clinical oversight and the implementation of the overall goals of the school based mental health program. The Director of School Based Behavioral Health is responsible for ensuring the team provides clinically sound behavioral health and community support services while ensuring the application and growth of evidence-based practices in the field of behavioral health in schools and community.The position is also responsible for ensuring the development and maintenance of the contract with the Department of Behavioral Health School Based Behavioral Health Expansion. The position provides leadership, strategic planning, policy direction, evaluation, budget/grant oversight and clinical guidance to the school and community-based teams.

Reportability

This position will report directly to the Vice President of Behavioral Health.

This position will directly supervise a team of Senior Clinical Managers and a school-based program manager. The position will have indirect oversight of other team members that include Licensed Mental Health Clinicians, Community Schools Coordinators, and Licensed Clinical Supervisors.

Essential Duties and Responsibilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

  • Implement and provide oversight to all interdisciplinary staff that provide services within the School Based Mental Health Program, within the Behavioral Health Department.
  • Maintain and oversee the operational management of school partnerships related to designated School-Based Sites to include school and clinician matches and transfers as well as the updating of memorandum of understandings and agreements/contracts that are related to SBMH work.
  • Supervise senior clinical managers, school-based program manager, within related programs, in all job duties and responsibilities, specifically with accountability for staff meeting encounter targets, locking notes timely, and meeting schools' work plan goals and objectives.
  • Oversee all hiring and onboarding processes for new and existing positions in the school based mental health team, in coordination with the BH leadership team.
  • Oversee training and orientation of new staff to the Mary's Center's procedures/protocols, and specific DBH and other payer documentation requirements
  • Lead and participate in organization wide, department, and team meetings and working committees to ensure delivery of overall program objectives aligned with organizational goals
  • Review dashboard and outcome measures that inform the need for specific training and implementation of evidence based clinical practices appropriate to the population served annually
  • Assist in the identification and implementation of grants and contracts that may be available and awarded in areas that support the overall mission of the school based mental team and broader behavioral health department
  • Oversee the SBMH budget, complete and submit all grant required reports timely
  • Ensure consistent invoicing by working closely with the finance team
  • Assist the VP of Behavioral Health with preparation of the department budget, as related to the SBMH programs
  • Meet the annual budgeted encounter targets for the fiscal year and resolve any barriers for team with doing so
  • Liaise with MD & DC Public Schools, MD & DC Public Charter Schools, and The Department of Behavioral Health
  • Participate in the Coordinating Council on School Mental Health as well as subcommittees of this Council that guides program implementation
  • Service integration with Mary's Center medical, dental, educational, and social services programs
  • Develop and execute community partnerships that enhance the breadth, quality, and sustainability of the SBMH Program
  • Develop and execute contracts, memorandums of understanding, and reporting documents for all community partners and grantors in both the public and private sectors
  • Develop grant and contract opportunities that support long term sustainability of the SBMH program at the local and federal levels.
  • Coach direct reports on projects that deliver the agreed upon outcomes.
  • Contribute to the development of training topics for staff annually by participating in BH Leadership and Clinical Matter Committeeeetings as well as reviewing OSSE work plans per school site with the quality rubric.
  • Support Mary's Center fundraising efforts and respond in a timely manner to the development department staff request for information and data
  • Ensure staff maintain their CEU requirements for their license level and to enhance their continued professional growth
  • Implement a Quality Review Process and Outcome Measures for the SBMH program that aligns with the Department
  • Maintain statistics as requested, provide standardized monthly and quarterly reports regarding service delivery
  • Oversee completion of administrative aspects of the operation of the school based mental health program such as training of supervisors, UKG responsibilities, leave requests, and reimbursements
  • Develop Performance Evaluations and, when necessary, performance improvement plans designed to coach assigned employees to improved performance.
  • Oversee clinical outcomes related to completed Individual Rehabilitative Plans (IRP's), crisis plans, documentation that supports the claim and service delivered
  • Provide back-up support when other directors/managers are unavailable
  • Participate in organization-wide and division-wide meetings and committees, departmental meetings and other meetings/conferences as assigned.
  • Maintain relationships within our professional community regarding school based mental health services to support our program and advocate for policy that supports child & adolescent services locally and nationally.
  • Participate in public education forums to support local and national community knowledge of Mary's Center and SBMH
  • Act as member of Mary Center's Race/Equity committee to support development of an anti-racist framework for Child & Adolescent services.
Qualifications

Knowledge, Skills & Abilities -
  • Master's degree in a Clinical Mental Health discipline, e.g., Psychology, Counseling Marriage & Family Therapy, Human Services, Clinical Social Work, or Psychiatric Nursing from an accredited university or college, with clinical license in DC and Maryland required.
  • Must understand foundations of behavioral health and the provision of mental health services (individual, therapy, abnormal psychology, psychopathology, CBT, psychodynamic therapy, crisis counseling, assessment personality theory, clinical practicum).
  • Five (5)+ years of experience in the behavioral health field, with leadership experience supporting and supervising behavioral health programming, including oversight of billable services and grant funding is a plus.
  • Advanced skills with Microsoft Office Suite, oral presentations, and writing are desired.
  • Experience working in a community health, school, non-profit, or FQHC setting and leading a diverse team is a plus.
  • A thorough understanding and knowledge of participant confidentiality issues and HIPAA compliance/regulations are essential.
Language Requirements - Ability to communicate effectively in English is required.Additional language proficiency or fluency in Spanish is strongly preferred.

Physical Demands - Regularly required to sit; frequently required to reach with hands and arms, walk, stoop, kneel, crouch, talk or hear; must be able to lift objects up to twenty-five (25) pounds.

Work Environment - Mostly in a typical office and/or home setting with quiet to moderate noise level.May be exposed to extreme cold, heat, and humidity due to outside weather conditions.Opportunity to work a hybrid schedule - remotely & onsite, as needed.
