The Preconstruction Manager is responsible for projects from concept through design. Must have a proven, strong background in multiple procurement delivery methods. He or she will be responsible for managing estimating, proposal preparation, and procurement processes prior to start of construction. He or she will have the responsibility to be a strong client and market leader, as well as assisting the operations team throughout the buyout process.

Essential Duties and Responsibilities:

Networking and identifying project opportunities and potential customer contacts.

Lead the preconstruction team throughout all phases of design, preparing and delivering professional deliverables to clientele and design team partners.

Conduct pre-bid site visits to determine constructability, availability of subcontractors, required permits, and all items necessary to provide a complete bid in response to an RFP.

Oversee proposal and presentation functions, including oversight of written proposal preparation.

Assist in the preparation of an outline project approach setting forth preliminary goals which include overall scope of work, design intent, preliminary budget, schedule, and assignment of project team responsibilities.

Prepare preliminary master construction schedule outlining the critical path of the project from design through commissioning in conjunction with the operations team.

Evaluate the existing site conditions, coordinate necessary site investigations and studies.

Review drawings for conformance with project requirements and budget.

Assist in reviewing the requirements of governmental agencies having jurisdiction.

Review project interconnection requirements and incorporate in design.

Prepare cost estimates based on layouts and preliminary plans.

Conduct value engineering analysis including cost, construction feasibility, and schedule impact.

Assist in the preparation of front end documents, including General and Special Conditions clearly defining project scope.

Develop a competitive bid strategy for subcontracts with consideration for schedule and cost.

Develop a recommended bidders list for each component of the work.

Solicit, receive, and analyze subcontractor and supplier proposals. Prepare a bid analysis to review with Project Team.

Overall project schedule including owner items.

Assess risk associated with projects early.

Understanding of contracts.

This job is safety sensitive for medical marijuana purposes.

All other tasks as assigned.

Education/Skill Requirements:

  • Bachelors degree in construction management, engineering, business, or equivalent combination of education training and experience.
  • 10 yrs. combined experience as a construction PM or Estimator.
  • Previous experience with the preconstruction phases of the building process.
  • Conceptual estimating experience, as well as preferred to have experience in multiple procurement delivery methods such as Hard Bid, Design-Build, and Construction Management at Risk for private and public projects (Oklahoma law knowledge).
  • Experience with BIM (Building Information Modeling) and LEED.
  • Strong project management skills are required to plan and execute several projects simultaneously.
  • The candidate must demonstrate excellent interpersonal, writing, communications, and leadership skills to form and maintain effective project teams.
  • Must have the ability to plan, organize, coordinate, and schedule multiple tasks with general management direction. Adjust to changing priorities, identify, and manage resolution to complex issues.

Physical Demands:

  • Ability to continuously sit, stand, or walk.
  • Ability to bend, squat, climb stairs, and lift frequently.
  • Ability to lift up to 50 pounds occasionally.
  • Ability to work in heat or cold, work outside, and work in high elevations.

  • Office, job site, job trailer, or field office.
