The Institute for Defense Analyses (IDA) is a Federally-Funded Research and Development Center supporting the Department of Defense (DoD) and other federal agencies. IDA/CCS has an immediate opening for an Information Systems Security Officer position located in Bowie, MD. Responsibilities Performs the duties of the ISSO for classified and unclassified systems in a SCIF. Evaluates and applies practical and innovative concepts and methodologies to solving difficult problems in a nonstandard information systems environment. Researches, develops, reviews, implements, configures, and tests computer security-related devices, software, and systems to determine their suitability for the computing environment. Writes and maintains several System Security Plans (SSPs) and other supporting documentation. Communicates computer security policies and procedures to staff. Applies federal and organizational directives to manage system security operations. Works with system administrators to ensure systems are securely configured and maintained. Provides system-related input on security requirements for statements of work and other documents. Participates in the development or modification of computer environment security plans and requirements. Confirms the proper marking, control, and removal of classified system hardware and media. Ensures that inspections, tests, and reviews are coordinated for the systems. Designs and conducts periodic reviews to ensure that systems are operating securely and procedures are being followed. Conducts regular reviews of audit logs. Conducts periodic self-inspections of facility and computer systems to ensure compliance with accreditation/certification documentation packages and proactively reports results to management. Makes recommendations for and works with Comp System to implement improvements as needed. Participates in risk assessments during the certification and accreditation process. Develops and leads vulnerability assessments and audits to ascertain current state of automation systems. Establishes and leads a risk management program including assessment, mitigation, and evaluation. Ensures system users are properly authorized and trained. Provides leadership by identifying, developing, implementing and maintaining information security awareness principles and training strategies. Keeps the Center’s management aware of system security issues. Collaborates with Center staff on business continuity planning, disaster recovery planning, risk management, and audit compliance. Stays aware of relevant security policy and technology, and recommends appropriate policies and system changes. Manages Center’s Privacy Act Program. Systems Evaluation Leads in evaluating and recommending supercomputers and complex computing systems that CCS might purchase. Understands the operating parameters and deployment of these systems within a nonstandard information systems environment. Other duties Performs other assigned duties that may not be security-related. Duties may require occasional travel to other U.S. sites. Minimum Requirements/Qualifications Bachelor's Degree in an Information Technology area, or demonstrated equivalent experience i.e., at least 5 years of specifically related background, in addition to the experience requirements below. Minimum 3 years’ experience as an ISSO or similar position, including Certification & Accreditation functions. Government or military equivalent would be designation as an IAT Level II or IAM Level I. At least one of the following Information Assurance certifications: CAP (ISC2), GSLC, Security+, GISF, GSEC, SSCP, or sufficient background to obtain certification within 6 months of employment. Higher-level certifications such as CISM or CISSP are strongly desired and may be required for future advancement. Knowledge/Skills/Abilities Minimum 3 years of Unix/Linux experience, with system administration background desirable. Minimum 3 years of Microsoft Windows experience, with system administration experience desirable. Experience with vulnerability scanning and assessment tools. Experience with word processors, spreadsheets, databases, and drawing tools. Good interpersonal skills with ability to communicate effectively, both orally and in writing, with all levels of employees. Good conflict management skills. U.S. citizenship with the ability to obtain and maintain a Top Secret security clearance. U.S. Citizenship is required
