The Pre-construction & Procurement specialist will report to the Pre-construction & Procurement specialist lead and work closely with and support the operations team, interact with a variety of staff at all levels and uphold a high level of professionalism and confidentiality. This position is located out of our office in Alvarado, Texas.

Job Summary:

Thalle Construction Company, a leader in heavy civil construction, is seeking an experienced Construction Procurement Manager to oversee and manage all procurement activities. The successful candidate will be responsible for sourcing, negotiating, and purchasing materials, equipment, and subcontractor services required for large-scale infrastructure projects, such as highways, bridges, water treatment plants, and other civil construction ventures. This role ensures that all materials and services are delivered on time, within budget, and meet the necessary quality and safety standards.

Key Responsibilities:

•Procurement Strategy: Develop and implement effective procurement strategies for heavy civil construction projects, ensuring alignment with project timelines, budgets, and quality requirements.

•Supplier Management: Identify, evaluate, and establish relationships with suppliers and subcontractors. Negotiate contracts and ensure suppliers meet required specifications, delivery schedules, and quality standards.

•Contract Negotiation: Negotiate contracts with vendors and suppliers to secure favorable terms for pricing, delivery, and warranties. Manage and mitigate risks associated with supply chain disruptions.

•Material Sourcing: Source materials, equipment, and services needed for large-scale civil construction projects, including concrete, steel, earthmoving equipment, and specialty construction materials.

•Cost Management: Monitor and manage procurement budgets, ensuring cost efficiency while maintaining high quality. Provide regular reports on procurement spending and potential cost-saving opportunities.

•Project Coordination: Collaborate with project managers, estimators, and site teams to forecast material needs, coordinate deliveries, and resolve procurement-related issues.

•Compliance: Ensure all procurement activities comply with Thalle's policies, legal regulations, safety standards, and environmental guidelines.

•Documentation: Maintain detailed procurement records, including purchase orders, contracts, delivery receipts, and payment records. Ensure accurate documentation for audits and project close-outs.

•Vendor Performance Evaluation: Track and assess supplier performance, ensuring on-time delivery and quality. Initiate corrective actions as needed.

Education and/or Work Experience Requirements:

•Bachelor of Science in Civil Engineering or Construction Management.

•Professional license, certifications, and contractor's licenses.

•Minimum 10 years of heavy civil construction experience in project engineering and project management.

•Strong computer skills, including Primavera, Viewpoint, and HCSS Heavy Bid.

•Ability to manage multiple, large-scale, and challenging heavy civil projects.

•Ability to adapt and work effectively with a diverse workforce.

•Knowledge of pump stations, large diameter piping, and valves.

Physical Requirements:

•Ability to perform the essential job functions consistently, safely, and successfully with the ADA, FMLA and other federal, state, and local standards, including meeting qualitative and/or quantitative productivity standards.

•Ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state, and local standards.

•Must be able to lift and carry up to 50 lbs.

•Must be able to talk, listen and speak clearly on the telephone.
