The Nashville Department of Transportation and Multimodal Infrastructure (NDOT) is seeking a Walk Bike Project Manager (Planner 3) to lead planning and concept development for walking, biking, and livability projects and programs that advance NDOTs Complete Streets, Vision Zero, and Choose How You Move (CHYM) initiatives. This position serves as NDOTs technical lead for multimodal project planning, ensuring that projects are context-sensitive, inclusive, and ready for implementation. The incumbent manages staff and consultant teams engaged in multimodal planning and policy development, overseeing data-driven and community-informed projects through the concept phase to prepare them for engineering and delivery. The Department of Transportation and Multimodal Infrastructure delivers a range of services, and the nearly 400 employees work around the clock to ensure a multimodal system that offers choice and better connects neighborhoods, residents, businesses and visitors to the place that they need and want to go to in a safe manner. These employees are responsible for over 2,200 miles of public roadways and rights-of-way, over 6,000 streets, over 300 bridges, 835 traffic signals and over 1,200 miles of bike/sidewalk lanes and much more. Big events in Nashville consist of CMA Festival, Stanley Cup Finals, Titans games, and any number of special events. These require big preparation and big clean-up and the Nashville Department of Transportation employees are up for the challenge. Leads NDOTs walking, biking, and livability planning initiatives, integrating short-term activations and long-term system improvements. Supervises and mentor the Livability Planner and other staff engaged in multimodal project development and outreach. Manages and coordinate consultant teams under NDOTs IDIQ contracts to support multimodal and tactical urbanism projects. Guides the transition from externally managed to NDOT-led active mobility planning and implementation. Represents NDOT in coordination with the Bicycle and Pedestrian Advisory Committee (BPAC)and related boards and commissions. Leads planning and concept design for multimodal and safety projects, including recommendations from the WalknBike Plan. Develops and maintains 3-year work plans for walking, biking, and livability projects, aligning priorities with NDOTs capital programmingand annual paving scheduleto identify near-term opportunities for multimodal improvements. Serves as NDOTs technical authority on bicycle, pedestrian, and micromobility design, applying NACTO, MUTCD, and other best practices. Coordinates with NDOTs Engineering Division to ensure planning-to-design continuity, participating in milestone reviews during design and construction to maintain project intent and resolve design issues collaboratively. Provides technical input for multimodal projects managed by NDOTs CHYM Project Management Group, ensuring that project concepts are preserved through implementation. Maintains and updates the WalknBike Plan, ensuring consistency with NashvilleNextand the Major and Collector Street Plan (MCSP). Advises on NDOT policies and standards related to multimodal planning, street design, and livability. Supports NDOTs capital programming, including development of the Capital Improvement Budget (CIB)and Capital Spending Plan. Coordinates with the Nashville Connector (TDM Program)on policies and events promoting alternatives to single-occupancy vehicle travel. Coordinates with NDOT Development Services on development review and permitting to align private development with NDOTs planned capital improvements and protect opportunities for future multimodal enhancements. Collaborates with NDOTs Operations Division on micromobility (SUMD) policy, including participation in RFQ/RFP processes for SUMD operators. Integrates safety and performance data into concept planning to support evidence-based design. Coordinates with Metro departments (Planning, Parks, Water Services), TDOT, WeGo, and GNRC to align multimodal priorities. Engages community groups and stakeholders to shape projects that reflect local needs and priorities. Bachelors degree from an accredited college or university and six (6) years of planning experience. OR Masters degree in planning, Civil Engineering, Urban Design, or a related field and four (4) years of planning experience. License Required: Valid Drivers License Candidates with accreditations earned in a foreign institute are encouraged to apply. Advanced knowledge of NACTO Urban Street and Bikeway Design Guides, MUTCD, and FHWA-endorsed safety countermeasures Experience advancing multimodal projects through planning and concept phases Familiarity with Vision Zero, Complete Streets, and multimodal safety analysis Demonstrated ability to collaborate with engineers while constructively challenging design assumptions Experience managing consultants, IDIQ task orders, and project budgets Experience with tactical urbanism and livability initiatives Professional certification (AICP, PE, PMP, or equivalent) preferred We are an equal opportunity employer that values diversity at all levels.
