Technical Requirements: Scientific Program Manager • Provide transition assistance and consulting services to the Director and Deputy Director, OMIFM • Provide guidance on organizing and strengthening mission planning capabilities throughout OMIFM in alignment with the reorganization. • Provide expert guidance on approaches and processes to manage (i.e., plan, forecast, execute and report) on NIAID's unsolicited extramural grant portfolio for research project grants (RPGs) and other budget activities. • Provide expert guidance on approaches and processes to manage (i.e., plan, forecast, execute and report) Congressionally mandated earmarks such as AMR, UIV, and tick borne diseases. • Provide expert guidance on approaches and strategies to plan, forecast and report on metrics related to NIAID's RPG portfolio such as investigator success rates. • Provide guidance in the development of mission planning models and analysis that ties into the development of budget plans that align with scientific opportunities for the formulation and execution of future year budgets. • Provide guidance on the development of information gathering and management strategies to improve the analysis, planning and management of NIAID resources and to allow information to be disseminated to a wide variety of audiences. • Provide guidance on developing a clearly defined organizational strategy and approach for how data is used in data-driven decision making, analytics, and the improvement of NIAID processes. • Provide high-level support focused on policies, business rules, processes, systems, roles, and responsibilities for the spectrum of budget related NIAID activities, including: o Grants planning, payline establishment, leadership and Council approvals, and financial management. o Developing Commitment Bases used in constructing Operating Plans and President's Budgets. o Developing Operating Plans and quarterly updates of the Operating Plan during the year of execution. o Planning for and managing financial and non-financial resources under continuing resolutions. o NIAID's annual Congressional Justification Submissions. o Allocation Memos for Extramural and Intramural Research activities. o Managing obligations during the End of Year process to assure efficient use of budgeted funds. o Year-end close out activities and strategies. o Guide and instruct budget staff on the process to collect, curate and validate data to be used in preparation of presentations on NIAID financial resources for stakeholders such as those for NIAID's Summer Program Retreat and (SPR) and Winter Program Review (WPR). • Pandemic Preparedness and Coronavirus, including COVID-19, resource management planning, execution, and reporting activities. o Provide expert guidance and consult on: process for creating, planning, and submitting requests to NIH/HHS/OMB and appropriators for supplemental appropriations for pandemic preparedness. process for collecting and curating data for reporting on portfolio to stakeholders

Specific Qualifications : • Bachelor's degree in a related field. • Minimum of 10 (ten) years of related experience. • Knowledge and understanding of federal government budget processes.
