Position Summary Under limited supervision, this position is responsible for performing technical transmission planning functions including development of power flow base cases, conducting contingency analyses, evaluating analysis results, modeling and evaluating alternative solutions to mitigate identified issues, performing transient stability simulations, ensuring compliance with NERC/WECC reliability standards and recommending capital projects based on planning study results. Essential duties and responsibilities may include, but are not limited to, the following: Develop long range transmission plans in compliance with NERC Planning Standards, WECC System Performance Criteria, and Grant PUD guidelines. Develop and/or update Grant PUD’s transmission planning processes and guidelines related to transmission system planning. Perform engineering analysis of future transmission projects and requirements. Maintain an effective level of expertise in the use of power flow, transient and voltage stability, and other related applications to perform transmission planning duties. Maintain an effective level of expertise and understanding of applicable NERC Standards, WECC System Performance Criteria, and Grant PUD planning guidelines. Ensure these standards, guidelines, and criteria are consistently applied to Grant PUD planning processes. Perform transmission system feasibility, system impact and other studies related to load service and generation interconnection requests. Conducts or directs consultants in performing study work on the Grant PUD’s transmission system. Participate in regional transmission planning meetings with WECC, regional planning groups, and other utilities. Develop and retain expert level knowledge of the Grant PUD electric transmission system configuration, electrical characteristics and its interaction with the interconnected network; Train and mentor junior engineers on transmission planning principles. Performs related duties as required or assigned. Demonstrated commitment to Grant PUD’s mission, vision, values, strategic plan and Vision 2021. Being viewed as a safety champion by stopping work if necessary, promoting safety activities (Continuous improvement team processes, Safety & Health Improvement Plan (SHIP) activities, etc.). Acknowledging compliant safety behaviors and good safety performance from members of your team(s).

Education and Experience Bachelor's Degree in an engineering field, electrical engineering with a power systems emphasis preferred. Minimum (10) years of experience in transmission systems planning. License and Certification Required A valid State driver's license with no restrictions. Preferred Professional Engineering registration. Other Knowledge, Skills, and Abilities Knowledge

of

– Power system engineering principles and their application to electric utility operational practices; electric system power flow studies for purposes of planning, compliance and connection of new load or generation; technical competencies with an attention toward detail. Skill in

– power flow and stability programs (PowerWorld preferred); presenting study results and recommendations to other engineers and management; writing professional technical reports; exercising good judgement and making well informed decisions under pressure; written and oral interpersonal communication; workflow and time management; utilizing MS office products. Physical Requirements Position may be eligible for hybrid work arrangement: ☐Yes ☒No Per Grant County PUD policy all employees are required to work at their designated headquarters at least two days per week. Majority of work is performed in a standard office setting.
