JOB SUMMARY: Responsible for the development of expanded youth programs in Pulaski County and serving as the liaison between the office of Youth Services, governmental entities, community organizations, private sector businesses, and the Justice Department.

ESSENTIAL JOB FUNCTIONS:
  • Obtains information concerning community needs through communication with local government, faith-based organizations, private sector businesses, community-based organizations, and other agencies; utilize community input to expand youth programs creating a comprehensive youth program for Pulaski County citizens.
  • Assists Program Manager with the supervision of Pulaski County Youth Services Out of School Time program staff.
  • Prepares requests for proposals outlining program requirements; receives community requests for participation in and maintenance of youth programs.
  • Recruits and organizes community groups and neighborhood organizations in the planning of activities that will facilitate the social and educational development of youth.
  • Presents informational sessions to enhance community support for youth programs.
  • Analyzes requests submitted for youth program site development for the capability of providing adequate service and potential for sustainability.
  • Develops methods of and instruments for use in measuring program effectiveness and performance outcomes.
  • Works with communities to establish youth programs; provides technical assistance and oversight to the programs to ensure successful goal attainment.
  • Maintains computerized information tracking system of youth participation in program activities.
  • Develops reports and evaluations of program performance as required by funding source and department director.
  • Researches the availability of grants and funding to assist community organizations with the sustainability of programs.
  • Monitors grant budgets and spending to ensure compliance with grantor requirements and stipulations.
  • Develops strategic plans for available resources to enhance the academic, cultural, and social development of youth involved in grant programs.

WORKING CONDITIONS: Work is performed primarily in a smoking-restricted office environment with frequent visits to outside agencies and attendance at community functions required. Supervision of youth on trips and activities may be required.

MINIMUM QUALIFICATIONS:

REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:
    • Good knowledge of the theories and principles of, stages of, and influences upon juvenile development.
    • Considerable knowledge of the development of and interaction between social groups within a residential and community environment.
    • Considerable knowledge of the social and legal problems related to substance abuse, school dropout, and other related juvenile problems.
    • Ability to prepare numerical and narrative reports.
    • Ability to maintain accurate detailed records.
    • Ability to read and interpret grant specifications and determine compliance with such.
    • Ability to establish and maintain an effective working relationship with community residents, volunteers, community organizations, and departmental staff.
    • Ability to organize and prepare training materials and presentations.
    • Ability to conduct research into potential funding sources.
    • Ability to attend work regularly and reliably.
    • Skill in the operation of and data entry into a computer.
PHYSICAL REQUIREMENTS:
    • Digital dexterity is necessary for keyboard operation.
    • Visual acuity is needed for use of the computer monitor.
    • Ability to orally communicate effectively, both individually and in groups.


EDUCATION AND EXPERIENCE:

Completion of a bachelor's degree in Social Work, Education, Criminology, Public Administration, Sociology, Psychology, or a related field; considerable experience working with community organizations, social work agencies, law enforcement, or a related field; or any equivalent combinations of experience and training which provide the required skills, knowledge, and abilities.
