Job Overview:

Harbour has several divisions (Construction, Rail, Engineering, Waste to Energy, and Aviation) that need financial oversight. The Controller is responsible for overseeing all financial and accounting operations of the company and ensuring the accuracy and integrity of financial data. This role plays a critical part in the financial leadership team and will have the opportunity to progress into the role of Chief Financial Officer (CFO). The Controller will provide valuable financial insights to support strategic decision-making and ensure compliance with all relevant regulations.

Responsibilities:

Budget Management

  • Develop, monitor, and manage department budgets, ensuring they align with the overall financial objectives of the company.
  • Collaborate with Managers to create accurate and realistic budgets.

Financial Reporting

  • Prepare and review financial reports, including project cost analysis, variances, and financial forecasts.
  • Provide regular financial updates to project, department, and senior management.
  • Analyze financial data and provide insights to senior management on a biweekly basis.

Cost Control

  • Monitor company, department, and project expenses and identify cost-saving opportunities.
  • Implement cost control measures to keep the company, departments, and projects on budget.
  • Cash Flow Management
  • Manage company and project cash flows, ensuring that funds are available for ongoing construction activities.
  • Coordinate with finance and procurement teams to optimize cash flow.
  • Financial Compliance
  • Ensure compliance with all financial regulations, tax regulations, industry standards, and company policies.
  • Collaborate with auditors and regulatory agencies as necessary.
  • Prepare and submit tax returns as required.
  • Maintain updates and applications to any Prequalification and Licensing needed per each State, Local, or client guidelines.
  • Financial Planning
  • Assist in the development of financial strategies for construction projects, considering long-term financial sustainability and risk management.
  • Contract Management
  • Review and analyze construction contracts and change orders to ensure financial implications are understood and properly managed.
  • Analyze project performance and profitability, identifying areas for improvement and providing recommendations for corrective actions.
  • Vendor and Subcontractor Payments
  • Oversee payment processes for vendors and subcontractors, ensuring timely and accurate payments.
  • Manage lien releases and payment certificates.
  • Maintain Account Receivables and Account Payables Reports on a weekly basis.
  • Cost Estimation
  • Collaborate with the Estimating team to provide oversight on cost estimates for new projects and manage change orders.
  • Equipment and Inventory Management
  • Provide oversight of purchasing new and used equipment, tools, and or vehicles.
  • Maintain record and maintenance of all equipment, tools, and vehicles.
  • Manage vehicle and equipment fleet including leases, registrations, maintenance and repairs.
  • Risk Management
  • Identify and mitigate financial risks, including credit and investment risks.
  • Develop and maintain a risk management strategy.

Qualifications

Experience / Education:

  • Bachelor's degree in accounting, finance, or related field; MBA or CPA and CFMA preferred.
  • 10 years of experience in finance or accounting, with at least 5 years of experience in a leadership role in the construction industry, preferably with a General Contractor.

Knowledge, Skills & Abilities:

  • Strong understanding of construction accounting, project costing, and contract management.
  • In-depth knowledge of financial planning, budgeting, forecasting, and financial analysis.
  • Familiarity with tax planning, compliance, and financial regulations
  • Exceptional analytical, problem-solving, and decision-making skills.
  • Ability to lead and motivate a team, fostering a collaborative and results-driven environment.
  • Excellent communication and interpersonal skills for effective stakeholder management.
  • Take a Hands-on approach with the willingness to roll up sleeves and dive into details when necessary.
  • Proficiency in financial software and ERP systems; experience working with Viewpoint Vista software preferred.
