Description
Citizens Savings Bank, a local Community Bank, is seeking to hire a Full Time Human Resources Administrator.
Citizens Savings Bank is a locally owned and operated community bank headquartered in Clarks Summit, Pennsylvania. We have six branch offices located throughout Lackawanna, Monroe and Wayne County.
As a Human Resources Administrator your primary responsibilities will include:
This position will be responsible for maintaining and administering all HRIS systems, all benefit and retirement plan administration, COBRA & retiree administration, health & wellness programs, recruitment and onboarding, compensation management, recognition programs, employee programs, Leaves of Absences including FMLA compliance. Position will assist in managing ACA, Affirmative Action, EEO, OSHA compliance and all regulatory reporting. This position must ensure all benefit plans and programs are administered and reported accurately, timely, and in accordance with all applicable laws and policies. This position performs a wide range of duties relative to the maintenance and processing of personnel records and reporting. Assists with payroll, research, analysis, design, maintenance, and reporting as it pertains to Human Resources functions. Responsible for oversight of the departments' compliance with applicable laws, regulations, regulatory requirements and Bank policies and procedures.

Requirements
Minimum Qualifications
Education/Training: Bachelor's Degree in Human Resources, Business or related field.
Experience: 2-3 years of Human Resources experience including HRIS, benefit administration and related areas with demonstrated supervisory experience; or an equivalent combination of education and/or experience. Paylocity and/or other HRIS experience preferred.
Knowledge/Skills/Abilities:
- Well organized and detail-oriented administrator
- Proven leadership and supervisory skills
- Team player with high degree of confidentiality and trust
- Solid understanding of human resources function and related recordkeeping and reporting requirements
- Strong knowledge of ERISA and other employment laws impacting HR function
- Good experience with benefit plan design and processes
- Strong problem solver with analytical abilities to analyze data and make decisions
- Excellent presentation skills and ability to persuade, influence and negotiate
- Must be proactive, flexible, and able to meet deadlines and work effectively with employees and management at all levels throughout the organization.
- Strong ability to prioritize and multi-task with confidence in fast paced environment
- Excellent verbal and written communication skills
- Proficient reading and mathematical skills
- Extensive knowledge in HRIS systems, Microsoft Office (including Word and Excel), email and Internet applications
- Ability to operate telephone, personal computer/printer workstation, calculator, and fax/scanner/copy machine
- Position requires the ability to work before and/or after normal business hours.
Required Certifications/Licenses: Possess a valid driver's license with good driving record
Travel Requirements: May require travel to attend various functions, branch to branch network visits, training or educational programs.
Supervisory Responsibilities
Carries out supervisory responsibilities in accordance with the bank's policies and applicable laws. Responsibilities include assisting/recommending in the selection of new hire personnel; making provisions for proper orientation and training of personnel; planning, assigning and directing work; appraising performance during orientation period and regularly thereafter; providing salary adjustment, promotion recommendations and rewards, disciplinary action, termination, transfers and other status changes of employees; addressing complaints, resolving problems as well as overseeing training and development of direct reports.
Physical and Mental Job Requirements
This is largely a sedentary role; however, some filing is required.
- Frequently required to talk or hear, sit, use hands to finger, handle or feel.
- Typically sits for sustained periods of time at a desk and/or computer.
- Typically requires viewing on a computer and reading.
- Occasionally required to stand, reach, walk, climb or balance, stoop, kneel, crouch, or crawl.
- Occasionally required to lift and/or move up to 20 lbs.
- Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

Work Environment
This job operates in a professional office environment. While performing the duties of this job, the employee is occasionally exposed to outside weather conditions. The noise level in the work environment is usually low.
