C Technologies seeks a Courseware Developer/Programmer to work closely with and under the supervision of the Content Development Manager to provide subject matter expertise in developing, maintaining, or redesigning courses deployed in Moodle, Blackboard, or similar systems. This role also supports courses and applications presented across multiple platforms to ensure optimal performance. This role will not be required for the CI, IS EVD, or DITMAC divisions.

Summary: C Technologies is seeking a highly skilled and experienced Courseware Developer/Programmer to join our team. The ideal candidate will be responsible for developing, maintaining, and redesigning eLearning courses, ensuring compliance with Section 508 and SCORM standards, and providing technical support during technical breakdowns or outages.

Responsibilities:
Content Development:
  • Develop, maintain, and redesign courses deployed in Learning Management Systems (LMS) such as Moodle, Blackboard, or similar platforms.
  • Convert storyboards, curriculum, lesson plans, or other documentation into custom LMS courses using native tools, external applications, or by programming internet protocols.
  • Integrate or create web-compliant multimedia objects, graphics, animations, or simulations.
Technical Support:
  • Provide quick and efficient responses to customers during technical breakdowns or outages.
  • Act as a Subject Matter Expert (SME) on eLearning technologies to provide technical support and communicate technical concepts to non-technical audiences.
Quality Assurance:
  • Ensure all eLearning content is Section 508-compliant and SCORM-conformant.
  • Utilize accessibility testing tools like ANDI, JAWS, and JAWS Inspect to ensure content adheres to Section 508 guidelines and web accessibility standards.
Collaboration and Communication:
  • Provide consultative services to instructional cadre on the most effective approach to maintain effective student engagement.
  • Interface with internal and external customers in a high-volume environment.
  • Generate and interpret student data or other performance data to track outcomes, guide continuous improvement, or promote student learning.
Requirements:
  • Either:
    • A Bachelor's degree from an accredited university in a field related to information technology and at least two (2) years of progressive applied experience as an LMS course developer or instructional technologist.
    • OR in lieu of a degree, at least five (5) years of relevant work experience developing, maintaining, or redesigning courses using LMS protocols such as PHP, HTML, XML, CSS, SCORM-conformant, CMi5, xAPI, Java applets, and scripting.
  • Current Personnel (Security) Clearance/Eligibility (PCL) at the Secret level.
  • Minimum of two (2) years of experience converting storyboards, curriculum, lesson plans, or other documentation into custom LMS courses.
  • Minimum of two (2) years of experience integrating or creating web-compliant multimedia objects, graphics, animations, or simulations.
  • Minimum of two (2) years of experience providing consultative services to instructional cadre.
  • Minimum of two (2) years of experience generating and interpreting student data or other performance data.
  • At least five (5) years of relevant work experience developing and programming Section 508-compliant and SCORM-conformant asynchronous eLearning courses.
  • Two (2) or more years of experience with rapid eLearning authoring tools and software suites such as Adobe Captivate/Animate, Articulate Storyline, and Adobe Creative Cloud.
  • Minimum of two (2) years of experience acting as a Subject Matter Expert (SME) on eLearning technologies.
  • Experience with internet technologies and standards such as XML, PHP, HTML5, JavaScript, CSS, and Section 508 requirements.
  • Experience supporting the deployment and testing of asynchronous eLearning courses on LMSs and open-source learning platforms.

Preferred:
  • Experience integrating emerging technologies that support learning (e.g., Turnitin, ePub, BigBlueButton).
  • Experience facilitating and communicating complex learning concepts using an LMS.
  • Experience with project management (waterfall or Agile).
  • Experience with Microsoft Office 365 Applications.
  • Two (2) or more years of experience developing web applications for rapid deployment.
  • Experience managing SharePoint Lists and Libraries.
  • Proficiency in developing intricate HTML5 games using JavaScript, ensuring cross-browser compatibility, mobile responsiveness, and adherence to Section 508 accessibility standards.
