Job Summary: The Senior Business Analyst (Business Analyst III) plays a critical role in bridging the gap between business needs and technical solutions. Reporting to the Director of Administration, this position is responsible for defining business solution strategies, translating objectives into detailed requirements, and ensuring successful project execution across all phases of the software development life cycle.
Key Responsibilities:
Translate business goals into functional and technical requirements, use cases, and system documentation. Produce comprehensive documentation including functional specs, data mappings, software specifications, and system scope. Conduct business process analysis, data analysis, and requirements gathering to support application design and development. Collaborate with stakeholders, technical teams, and leadership to align expectations and deliver value-driven solutions. Lead and mentor teams of analysts through planning, documentation, testing, and user training. Design and facilitate effective meetings to align business users, gather insights, and document outcomes. Support user acceptance testing (UAT) by developing test plans and test cases using tools such as JIRA or Client ALM. Collaborate with development teams to ensure clear understanding and implementation of requirements. Identify key metrics and KPIs and work with technical staff to develop dashboards and reports using tools like Tableau and Cognos. Provide clear and effective communication and presentations to senior stakeholders and business users. Mentor junior team members and promote a culture of collaboration, innovation, and accountability. Participate in agency operations continuity planning and disaster recovery initiatives, as needed. Perform additional duties as assigned.
Qualifications and Skills: Years Required/Preferred Skill / Experience 8 Required Business analysis methodologies and documentation skills 8 Required Strong understanding of project planning, estimating, and execution 8 Required Experience interpreting and applying policies, procedures, and regulations 8 Required Proficiency with MS Office Suite (Word, Excel, PowerPoint, Project, Visio) 8 Required Strong verbal and written communication skills 8 Required nalytical skills to evaluate complex IT applications and business processes 8 Required Creative problem-solving with the ability to develop practical solutions 8 Required bility to manage time, priorities, and direct work independently 8 Required Proven relationship-building and conflict-resolution skills 8 Required Experience creating project work plans and tracking performance 8 Required bility to gather, organize, and analyze data for reporting and process improvements 8 Required Experience managing small to medium-sized projects 8 Required bility to produce clear, concise reports and executive summaries ***Lumen and / or its clients will not provide equipment (Laptop, monitor, etc.) to the selected contractor.
