ResponsibilitiesA&AS - Operational Evaluation AnalystThis position serves as the Advisory and Assistance Services (A&AS) Operational Evaluation (OE) Analyst for the Defense Threat Reduction Agency (DTRA), Cooperative Threat Reduction (CTR), Program Integration Department (CT-PI). CTR supports U.S. national security by preventing the acquisition, proliferation, and use of WMD, related materials, technologies, and expertise. The cooperative nature of CT's efforts contributes to stability, cooperation, and expanding U.S. influence in partner states and their regions. PI's Department provides support to the entire CT directorate and offices in 22 countries in the following areas: manpower/ human capital, training, travel, knowledge and records management, acquisition, onboarding, export control, records management, cost support controls, and property/ facilities.The Operational Evaluation (OE) Analyst supports independent evaluations of a partner nation's ability to effectively and efficiently use CTR-provided assistance, as intended. OEs are conducted to meet Congressional accountability mandates and inform internal programmatic decisions. OEs can include demonstrations of methods/competency, simulations, and tabletop, functional, or operational exercises. DUTIESCollect and analyze information, help consult on courses of action, draft or edit or provide inputs for briefing materials, talking points, and support discussions as tasked.Support discussions and meetings by scheduling meetings or calls, developing agendas, reference materials, taking notes and tracking action items.Prepare and maintain various tools and products for program management purposes.Collect, analyze, and distribute relevant historical program information to help the team gain a better understand of the project.Research and identify various State Department and DoD travel, security, and training requirements.Coordinate the submission of required data and logistical support needs in the travel planning system, monitor the approval of the TDY and appropriate COMCOM and Embassy clearancesMake logistics arrangements through the contract or other providers, troubleshoot issues as they arise, submit documents for translation submit procurement requests for supplies as needed for OEsConsult with team lead to ensure that the team is prepared to travel; schedule and coordinate review meetings develop and prepare trip books including briefing or background materials, talking points, and other supporting documentation.Assist with the collection and consolidation of notes and observations during OEs.Assist the team lead with coordinating the logistical support during assessment execution and confirming plans and schedules with stakeholders, hotels, facilitators, transportation providers, drivers, interpreters, etc.Draft trip report, submit AARs.Assist with drafting parts of the evaluation report, review evaluation report Support the routing and review of OE findings reports.International travel, up to 25% of the timeOther duties as assignedRequired QualificationsThe candidate must possess a BA/BS and 1-3 years of relevant experience.Experience working with the government in areas of national security.Experience delivering briefings, reports, and updates to team members and clients.Active DoD SECRET clearance or higher, or ability to obtain a US Secret security clearance.US Citizenship is required to obtain a Secret clearance.Must be willing to travel on short (1-2 week) trips multiple times per year, must be able to keep a US passport.Desired QualificationsWriting skills - be able to draft, edit or provide inputs to briefing products, talking points. Must be able to record and compile meeting notesAnalytical skills - collect and analyze written information from different sources, build products (briefing materials, talking points, planning documents, or correspondence) for the Client, Program Officers, and foreign partners.Research skills - should be able to conduct focused research through document databases to be presented in a team settingCommunication skills - experience with coordination of planning between different stakeholders, briefing courses of action to clients and program personnel. Ability to handle multiple project simultaneously -Must be able to manage tasks and actions from different programs while still meeting deadlinesAttention to detail - the ability to go through large amounts of documents to identify inaccuracies and/or grammatical issues.Diplomacy - being able to conduct yourself appropriately when interacting with foreign partners, be culturally aware.Logistics knowledge - experience with managing planning and managing transportation, procuring supplies, for a team, experience with using travel and logistics management tools (TRLS, ATRIP, DTS)Assessment, Monitoring, and Evaluation knowledge - Experience with assessment, monitoring, and evaluation processes in a hazardous material, lab, or CWMD environmentProgram Management/contracting knowledge - Understanding of contracting process (i.e. what a statement of work, CDRL, Transfer of property sheet)Security Cooperation knowledge - Experience planning, managing, and supervision security cooperation activitiesMission Understanding - Understanding the DTRA and CTR programs or relevant CWMD or capabilities building experienceOverviewNoblis and our wholly owned subsidiaries, Noblis ESI, and Noblis MSD tackle the nation's toughest problems and apply advanced solutions to our clients' most critical missions. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked.
