**PURPOSE OF POSITION**

The Massachusetts State Retirement Board (MSRB) administers a defined benefit pension plan for eligible Commonwealth employees, retirees, and eligible employees from other authorized entities. The MSRB serves more than 87,000 active and 64,000 retired members and beneficiaries.

The Business Lead will lead analysis of MSRB’s operation processes and business workflows towards development and implementation of innovative processes that support MSRB’s growth objectives, enhance efficiency, and streamline business and systems operations. The Business Lead will represent MSRB’s business goals with IT collaborating on strategic IT projects and technology solutions that improve business efficiency and support sustained growth.

MSRB is undertaking the development and implementation of a dedicated Member Self

**ESSENTIAL RESPONSIBILITIES**
- Examine existing processes to determine areas for improvements
- Design, document, and implement business processes to improve efficiency, performance, and internal and external user experience fostering engagement and productivity
- Work closely with MSRB stakeholders and IT to identify where technology solutions can yield significant improvements to business operations
- Assemble and prioritize the needs of system users
- Support the development of the roadmap for the MSS initiative and implementation
- Develop key performance indicators (KPIs) to measure MSS program success and member satisfaction
- Utilize data and analytics to measure the impact of process and system improvements on KPI metrics
- Drive and perform role of Subject Matter Expert for MSS functional design and requirements definition
- Manage and perform MSS user acceptance testing
- Facilitate employees to take part in the discussion and make the MSS initiative a success
- Identifies adoption-related issues and escalates for discussion and resolution

**Qualifications**

**SKILLS AND COMPETENCIES**
- Bachelor’s Degree in Business Administration or related field
- Minimum of 10+ years’ operations management experience in benefit administration or financial services
- Expertise in process improvement methodologies to effectively identify, analyze, and implement process enhancements
- Experience leading transformational projects
- Demonstrated experience working as part of a complex, multidisciplinary solution delivery teams
- Experience in software development life cycle (SDLC) and web technologies
- Knowledge of consumer-facing processes related to retirement benefits or similar financial services
- Experience working with, supporting and overseeing vendors
- Experience with Massachusetts General Law Chapter 32, plan rules and the public defined benefit pension industry
- Experience working in the public sector
- Ability to effectively communicate, lead and motivate retirement professionals
- Exceptional interpersonal skills and relationships with all levels
- Adaptable to changes in retirement and business management
- Inclusive and collaborative decision maker
- Willingness to take initiative; see and implement improvements to management and operations
- Maintain and promote a positive attitude, supportive work environment, and set high standards
