**The position is designated Statutory Exempt and is exempt from the State Human Resources Act.**

The 911 Financial Review Specialist (FRS) will collect, analyze, and evaluate expenditure reports of Public Safety Answering Points (PSAPs) that receive 911 funds from the North Carolina 911 Board for compliance with applicable State statutes, Board administrative rules, integrity, credibility, accuracy, and accountability. The FRS should have training or understanding of invoice review for telecommunications or network billing, procedures, and information systems to communicate and process information. The FRS should have training or understanding of data collection, analysis of information, report writing, with the ability to develop and edit written documents and reports of information that span across functional areas. Must be able to create documentation to explain and support conclusions. This position requires customer service, accounts payable, accounts receivable, summarizing and reconciling information or financial data, records, and facilities management, personnel administration, and closely related functions.
Duties include, but are not limited to:

- Reviewing financial reports from PSAPs, reviewing financial statements and PSAP budgets to assist PSAPs with financial planning, communicating directly with PSAP managers and local government County/City managers and finance directors, preparing financial reports, monitoring fiscal actions, maintaining accurate records, analyzing data, and reporting to senior staff and 911 Board members.
- Event planning management for North Carolina 911 Board meetings, committee meetings, PSAP manager meetings, and various conferences. Event planning may include facilitation of meetings, arranging travel accommodations, and all other related logistics.
- Providing program coordination to include monitoring of program expenditures, purchasing of equipment and supplies needed by staff, scheduling program work and overseeing daily operations, coordinating the activities of the program, setting activities for managing the program, and assisting in the preparation of grant requests.
- Providing expert and/or technical and operational assistance and guidance to staff, management, local, regional, and State representatives, as needed, regarding policies, procedures, and statutory/regulatory requirements. This position requires the ability to produce supporting documentation for findings and conclusions.
- Periodically travel out of town and overnight for various meetings and events. Position is eligible for hybrid work status with a duty station to report at the Board Office in Raleigh, NC minimum of two days a week.

**About the Organization**
The Department of Information Technology (DIT) provides multi-platform computing and telecommunications for the State of North Carolina agencies, local governments, and school systems. Under NC law, the North Carolina 911 Board is housed within DIT. In accordance with North Carolina General Statute 143B-1321(a)(30), DIT supports the operation of the Board. The Board is charged with the responsibility for the administration of a fund for the collection and disbursement of fees collected by Commercial Mobile Radio Service (CMRS) providers (wireless telephone companies), local exchange carriers (wireline telephone companies), and VoIP providers (Voice over Internet Protocol) for the purpose of funding emergency 911 call delivery and receipt from all communication devices in North Carolina.
The Board must establish policies and procedures to fund advisory services and training for Public Safety Answering Points (PSAPs), set operating standards for PSAPs, and provide funds to PSAPs in accordance with these policies, procedures, and standards. The Board must investigate the revenues and expenditures associated with the operation of a PSAP to ensure compliance with restrictions on the use of amounts distributed from the 911 Fund. The Board makes and enters into contracts and agreements necessary or incidental to the performance of its powers and duties granted by NC law and uses revenue available to the 911 Board under G.S. 143B-1404 for administrative expenses to pay its obligations under the contracts and agreements. The 911 Board is charged with developing and updating the State 911 Plan by monitoring trends in voice communications service technology and enhanced 911 service technology, investigating, and incorporating GIS mapping and other resources into the plan, and formulating strategies for the efficient and effective delivery of enhanced 911 service.
The N.C. Department of Information Technology (NCDIT) serves as the Technology Center for the State of NC. Services that NCDIT provides reach a client base of state and local government agencies, as well as schools, colleges and universities.
