**About The Role**

The **Transportation Policy Analyst** works to develop, track, and deliver the GCCOG’s goals related to transportation policy, programs, initiatives, and projects. The Transportation Policy Analyst reports to the Executive Deputy to the Metro Board Member representing the Southeast Long Beach sector, and may frequently interact with the GCCOG Executive Director.

The Transportation Policy Analyst works closely with members of the GCCOG’s transportation team, including its full-time staff, consultants and engineers. The transportation team works to advance the GCCOG’s key priorities, including the Southeast Gateway Line and Eastside Phase 2 light rail extensions, Long Beach-East LA Corridor Mobility Investment Plan, 91/605/405 highway improvements, Complete Street Corridors, zero emission transportation initiatives, and other Los Angeles County Measure R and Measure M transit, highway, local streets, active transportation, and first/last mile projects. The Transportation Policy Analyst is expected to develop a strong working relationship with all levels of GCCOG member cities’ staff, as well as other public agencies. This position also has significant interaction with staff from Metro, the county’s transportation planner and coordinator, designer, builder, and operator.

**Key Responsibilities**

Under the daily direction of the Executive Deputy to Metro Board Member, the Transportation Policy Analyst
- Communicates and coordinates with the GCCOG board members, city managers, and city staff regarding transportation policy issues and projects involving the GCCOG and/or its member cities
- Attends monthly meetings of the GCCOG Board of Directors and Transportation Committee (typically held on the evening of the first Wednesday of the month)
- Prepares agendas, staff reports, and minutes for the monthly GCCOG Board of Directors and Transportation Committee meetings
- Supports Southeast Gateway Line Corridor Cities Committee and Southeast Gateway Line City Manager Technical Advisory Committee
- Prepares advocacy letters on state and federal legislation affecting transportation, air quality, and funding
- Coordinates GCCOG member cities’ review and comments on Metro’s policy proposals, environmental documents and funding opportunities
- Supports GCCOG’s transportation grants, including Los Angeles Cleantech Incubator (LACI) zero emission corridors and Caltrans’ WSAB first-last mile/transit oriented development
- Attends monthly Metro Board of Directors meetings, committees, and board staff briefings when needed

**Essential Knowledge and Abilities**
- Knowledge of and affinity for the cities and public agencies of Southeast Los Angeles County,
- Familiarity with transportation policies, planning, and financing
- Demonstrated ability to forge effective working relationships with multiple parties
- Ability to analyze policy and data and synthesize information into clear and concise recommendations
- Ability to analyze situations, identify problems, and recommend solutions and strategies
- A self-starter who is comfortable working in a team environment, with external stakeholders including partner organizations
- Capability to multi-task and adapt within an active work environment
- Strong written and verbal communication skills with the ability to tactfully respond to public inquiries and concerns in a timely manner
- Demonstrated experience working in the diverse communities of Los Angeles County
- Knowledge of LA Metro and its operations is desirable

**Minimum Qualifications**
- Bachelor's Degree in Public Administration, Public Policy, Engineering, Urban or Transportation Planning with four years experience performing policy, program, or legislative analysis in the public sector.
- Master's Degree in Public Administration, Public Policy, Engineering, Urban or Transportation Planning, with two years experience performing policy, program, or legislative analysis in the public sector, preferred.

**Compensation and Benefits**

Salary is $109,000 to $125,000, including benefits, depending on experience.

This is a full-time, 40 hour per week salaried position. Competitive benefits package including medical, dental and vision insurance, as well as retirement contributions to PARS Retirement Plan.
