Responsible for the preparation and monitoring of the Parks Recreation Department budget. Performs a variety of complex professional and administrative work in planning, developing, scheduling, directing and implementing a comprehensive year-round, city-wide parks and recreation program.

- Prepare, develop, and monitor the department budget; monitor revenues and expenditures in assigned areas to assure sound fiscal control; prepare annual budget requests; assure effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
- Initiate and maintain diversified and comprehensive recreational programs; responsibilities including but not limited to: athletic leagues, adult and children’s classes, senior program, special events, pool operations and concession operations.
- Recruit, select, supervise, train, appraise, counsel and terminate all Department personnel.
- Promote the Department programs and services through marketing and promotional activities; including advertisements, data bases, fliers, brochures, City website, City matters, public access network, etc.
- Oversee the collection of fees for program registration and contracts; review and approve receipts and expenses.
- Plan, organize, and implement departmental goals, objectives, policies and procedures; recommend changes in staffing, objectives, policies and procedures to assure maximum effectiveness and efficiency.
- Evaluate programs and leagues through observation, direct contact and surveys with participants.
- Provide leadership and direction in the development of short and long range plans; gather, interpret, and prepare data for studies, reports and recommendations; coordinate Department activities with other departments and agencies as needed.
- Supervise the inventory of recreation supplies and equipment; approve purchases as needed.
- Attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of recreation management; incorporate new developments as appropriate; responds to and resolves difficult and sensitive citizen inquiries and complaints.
- Perform related work as required

**Minimum Qualifications**:

- Bachelor's degree in Recreation Administration, Parks Administration, or other related field required.
- One to three years of experience in public recreation, athletics, aquatics, park maintenance, or related field required.
- Any combination of education, training, and experience, which provide the requisite knowledge, skills and abilities needed for this position, may be substituted or evaluated at the discretion of the City.

- Plan, organize, coordinate, and implement a comprehensive community park and recreation program.
- Coordinate, analyze, and utilize a variety of reports and records.
- Communicate effectively verbally and in writing.
- Establish and maintain effective working relationships with employees, supervisors, public/private agencies, and citizens.
