**Chief of Staff**

**Position Summary and Essential Functions**

This position serves as the Chief of Staff and reports to the CEO and working with the COO on analyzing operational issues impacting the entire organization and making recommendations to drive efficiency. Also, acts as a strategic advisor to the CEO and COO and may, on occasion, represent either at internal or external meetings related to the Richmond Redevelopment Authority. COS will execute day-to-day operational assignments as given by the CEO and COO.

**Agency Operations**

Overseeing strategic initiatives as assigned by the CEO or COO, with a focus on identifying opportunities and helping solve core problems with respect to RRHA overall agency operations and processes. For example, evaluate and anticipate the agency’s changing operational needs and make recommended changes to ensure seamless and cost-effective delivery operations and services to our public housing residents.

COS will work with the COO and the Chief Compliance Officer to ensure all departmental deadlines are met on a weekly, monthly, quarterly, and annual basis - and will track all due dates using the “Deadline Compliance document” created by the COO.

**RRHA’s 5-year strategic plan**

Collecting data from all Department Heads, SVP and VP’s and others, across the agency, to track benchmarks at achieving Critical Performance Indicators (“KPI’s) to achieve goals in RRHA’s 5-year strategic plan. Will coordinate with the COO any new activities or changes and assist with the transitioning of the traditional Public Housing Management model to an Asset Management model as properties are disposed and/or demolished.

**Education**

Bachelor’s degree in public relations, communications, marketing, business administration or a related field and six (6) years of relevant experience in the fields of public/media relations, communications, or marketing. Preference will be given to applicants with knowledge of local and state governmental affairs, and to those with experience in organizations like RRHA or a combination of education, training and experience which provides the required knowledge, skillsand abilities.

**Knowledge, Skills, and Abilities**

Ability to effectively write speeches, position papers, talking points, memos, articles, and annual reports; ability to analyze data and make recommendations, ability to utilizing social media in communications strategies; ability to conduct research and prepare reports as assigned by the CEO and his/her designee; thorough knowledge of the principles, practices, laws and regulations pertaining to programs and activities relating to urban and community development, public housing, rental assistance, affordable housing, commercial revitalization; knowledgeable of project management, business strategies; negotiations and collaborations to achieve results; ability to maintain sensitivity to the confidentiality of matters, maintain a high level of professionalism, tact, and diplomacy.

**Qualifications/Skills**

A Bachelor's degree in Business Administration, Public Administration, Social Services Management, or related field and 4 years of experience in professional-level administrative, operations, or technical work. Supervisory or team lead experience is strongly preferred.
- Ability to plan, organize and direct the work of others.
- Ability to identify problem areas and recommend appropriate solutions based on logical consideration of alternatives.
- Knowledge of methods and procedures for the collection or organization, interpretation and presentation of information.
- Ability to prepare and present reports or recommendations clearly and concisely.
- Ability to compile financial and operational data and to analyze charts and reports and statistical and budgetary statements.
- Must be a pro-active, self-starter who is able to take the lead on tasks with mínimal direction.
- Effective communicator with strong interpersonal skills and proven ability to develop productive, positive working relationships.
- Exceptional presentation and writing skills with ability to adapt to various audiences and formats.
